Download Document Parliament had initially planned to introduce 43 Bills for consideration and passing and 25 for introduction. 24 legislative Bills and one Appropriation Bill were introduced during the Session. 12 legislative and one Appropriation Bill were passed and 5 were withdrawn during the session. In addition to these Bills, Rajya Sabha passed 5 Bills and Lok Sabha 3 Bills. 122 Bills are pending at the end of the Monsoon Session 2013. Parliament Session Wrap Monsoon Session – August 5 to September 7, 2013 Bills Passed by Parliament during the Monsoon Session Short Title Key Objectives The Prohibition of Employment as Manual Scavengers and their Rehabilitation Bill, 2012 Prohibits manual scavenging and provides for the rehabilitation of manual scavengers and their alternative employment. The Rajiv Gandhi National Aviation University Bill, 2013 Sets up an aviation university at Rae Bareli, Uttar Pradesh to promote aviation studies, training and research. *The Appropriation (No. 4) Bill, 2013 Authorises expenditure from the Consolidated Fund of India. The Constitution (Scheduled Tribes) Order (Second Amendment) Bill, 2012 Modifies the list of Scheduled Tribes in the States of Kerala and Chhattisgarh. *The Parliament (Prevention of Disqualification) Amendment Bill, 2013 Amends the office of profit list to exclude the Chairpersons of the National Commission for Scheduled Castes and National Commission for Scheduled Tribes from incurring any disqualification for being an MP. *The Representation of the People (Amendment and Validation) Bill, 2013 Permits people in jail and police custody to contest elections. The Pension Fund Regulatory and Development Authority Bill, 2011 Gives statutory recognition to the PFRDA, defines its powers and duties, and sets the broad contours of the New Pension Scheme. The Wakf (Amendment) Bill, 2010 Gives the Wakf Council more powers and regulates the types of transactions on wakf property and the procedure by which transactions are approved and carried out. *The Securities and Exchange Board of India (Amendment) Bill, 2013 Replaces an ordinance to appoint a sitting or retired Judge of a High Court with a minimum seven years of service to the post of Presiding Officer of the Securities Appellate Tribunal. The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Bill, 2013 Replaces the Land Acquisition Act, 1894 and specifies provisions for land acquisition as well as rehabilitation and resettlement. *The National Food Security Bill, 2013 Makes the right to food and nutritional security a legal right by providing specific entitlements to certain groups. The National Highways Authority of India (Amendment) Bill, 2012 Expands the NHAI to include six full time members and six part time members. Earlier the authority had five full time members and four part time members. The Companies Bill, 2011 Replaces the Companies Act, 1956 and creates provisions to regulate and strengthen corporate structure and governance.
