Parliament has passed a motion, blocking Pius Bigirimana, the permanent secretary in the Ministry of Gender, Labour and Social Development, from handling ministry funds. The MPs said Bigirimana can remain a permanent secretary, but not the accounting officer. They cited the example of Aeneas Tandekwire, the former clerk to Parliament, who was the permanent secretary of Parliament, while the accounting officer was Kwamya Kaija. Anifa Kawooya (NRM) moved the motion on Thursday, saying Bigirimana had been cited in financial mismanagement in the Office of the Prime minister and should be interdicted. MPs said if the Government was reluctant to interdict Bigirimana, they should let him handle other tasks, but not finances. Kawooya’s motion came after finance state minister Matia Kasaija presented to Parliament the list of accounting officers.
