Parts for A report from MENA Nuclear New Build Industry Leader Thoughts (Just note the last answer) Executive Viewpoint: Dr. Ibrahim El-Osery, Egyptian Ministry of Electricity and Energy Nuclear Energy Insider caught up with Dr. Ibrahim Aly El-Osery, Senior Adviser for Energy and Nuclear Affairs at Egypt’s Ministry of Electricity and Energy, and the Nuclear Power Plants Authority, to find out about the latest developments in the country’s first nuclear power plant and the main features of the bid invitation. Q: What are the basic features of Egypt’s first nuclear power plant? A: It is pressurized water reactor with rated power in the range from 900 to 1650 MWe. SMR is an option but still in lack of more information and technical/economic/market details. Q: How will Egypt’s nuclear plant be equipped with the latest technology to make the future plant completely safe? A: It is envisioned to be at least of generation level 3 or 3+. The Bid Invitation Specification (BIS) has been updated to include lessons concluded from the 2011 Fukushima reactor accident. Q: How is nuclear a solution to Egypt’s energy crisis? A: It is the only available solution to cover the current and future electricity energy demands in Egypt amended by renewable energy resources (solar, wind, biomass, and geothermal). Egypt is currently in shortage of natural gas and oil. Water resources are almost fully used in electricity generation. Not much coal is available in Egypt. There are promising uranium resources in Egypt. Egypt had ratified already the NPT in the early 80s. Introducing nuclear energy in Egypt for power generation will help in upgrading local nuclear industries and introducing new industries. It will also help in limiting air pollution as well as energy resource security and diversification. Q: Could you brief us with an outline of the Bid Invitation Specifications? A: The main BIS features are: • Turnkey project • PWR Plant, rated power 900-1650 MWe • Third Generation technology • Proven design • The bid to include financial offer covering 85% of foreign supplies and 15% of local supplies • Minimum 20% local participation Q: Now that Egypt’s economy is rebounding, have you decided on a new date for the bid invitation? A: It is pending the Egyptian Parliament election shortly this year then the decision would be taken by the parliament to start on bid invitation. The current economical crisis is not foreseen to delay the nuclear power project as there is no other solution to resolve the current Egypt energy crisis.
