What is of particular notice is the GAOs summation of the state of public lands and the nature and hiking trails across the United States. More willing hands are needed yet unpaid volunteers require safety oversight and training which can only be provided by trained and skilled personnel. Most often that means safety oversight and direction is offered by the U.S. Forest Service, Bureau of Land Management, National Park Service. Well, budgets and funding for the land management agencies for Recreation get eliminated or cut at times with regularity, and professional oversight is absolutely needed for volunteer safety and for assured compliance with local, State, and Federal rules, regulations, best practices, and all of that. These are administered public lands which we all owe and groups or individuals just cant establish trails or use gasoline-powered tools willy nilly else there is chaos, damage, non-legal trails, a host of sadness on lands we all own. So even though volunteers are unpaid, there is an associated cost.
