Paul Ryans budgets can be summed up in a single sentence: Cut the deficit by cutting programs for the poor. The Center on Budget and Policy Priorities estimated that fully two-thirds of Ryans cuts came from programs to the poor. Meanwhile, Ryan refused to raise even a dollar in taxes. Politics is about priorities, and Ryans priorities — lower deficits, no new taxes, steady defense spending, no near-term entitlement changes — meant programs for the poor got hammered. Ryans budgets and his poverty plan arent merely different. Theyre flatly contradictory.
