Paving roads with intentions: I recently got in a conversation with an environmentalist and tried to steer his thinking toward crafting the incentives of voluntary solutions, rather than advocating crude coercive solutions. As an example I brought up refurbished electronics, like laptops and smart phones, which is essentially a recycling program. But better than melting down the metals and making soda cans or something, refurbishing electronics also reuses the machining of the component parts, extending the utility of both materials and manufacturing. I suggested programs like this, where the market squeezes even atom of utility out of resources, is more environmentally beneficial that programs which break waste into raw materials. His objection was that it didnt count as an environmental program because the intention was profit not environment.
