Payment of fair compensation to Budgam villagers delayed DED says documents got destroyed in floods Budgam, Nov 7: Some vital documents related to payment of fair compensation to several villagers of Budgam have been allegedly destroyed in the recent floods that engulfed the Defence Estates Department (DED) office at Shivpora near B B Cantonment area in Srinagar. According to sources the file which was forwarded by Deputy Commissioner Budgam to Defence Estates Officer Srinagar has been damaged and that is causing the delay in payment of compensation @ Rs 18 to Rs 21 lakhs per kanal to the villagers of several areas Budgam whose 3800 kanals of land at Karewa Damodar has already been acquired by the DED. The office of the Directorate General of Defence Estates Department New Delhi functioning under the Ministry of Defence is not disposing off the case file containing the recommendations from the collector land acquisition Budgam and the reason is quite obvious as they have not been forwarded the file by their Srinagar office which was damaged in the recent floods. According to details the farmers allege that many months back the Deputy Commissioner Budgam who also happens to be the collector land acquisition Budgam had forwarded his recommendations to DG Defence Estates New Delhi with regard to payment of fair compensation to the famers for their acquired land measuring more than 3800 kanals of land located at Karewa Damodar in District Budgam which falls within the vicinity of Srinagar International airport. At present the Defence Estates Department has been reimbursing compensation @ Rs 6 lakhs per kanal through collector defence which the farmers say is too less for the land located in prime location of Budgam district adjoin Srinagar international airport. During the disbursement of this compensation money (Rs 6 lakhs per kanal) we are being fleeced by the officials of the revenue department Budgam who demand huge cuts from us. We fail to understand why the Defence Estates Department did not okay the rates @ Rs 18 to Rs 21 lakhs per kanal recommended by the collector ie DC Budgam . We were supposed to get rate @ Rs 80 lakhs per kanal under the new land acquisition act ( four times more than actual market rate of the land ) which unfortunately hasnt been enacted by J&KGovernment , how unfortunate we poor people are instead of getting Rs 80 lakhs per kanal we are being paid mere Rs 6 lakhs per kanal by the authorities and even to get this amount we have to beg before the revenue officials of our district. Now we have to wait for many more months as the DED officials at Srinagar say that file has been destroyed said a farmer Mohammad Sultan from Chadoora in central Kashmirs Budgam district. Pertinent to mention that a huge chunk of land measuring around 4000 Kanals which belongs to thousands of people living in several villages of Budgam district has been under lease by various central security forces for which the annual rent was being paid by the Defence Estates Department until last year .Under the Requisition and Acquisition of Immovable Properties Act 1968 (RAIP Act 1968) which is applicable to J&Kalso, the Defence Estates Department acquired the said land by paying compensation to the landowners but the farmers allege that compensation paid right now is not matching with the present market value of the land and the present market value has been assessed by the collector land acquisition ie DC Budgam who has recommended the rate @ Rs 20 lakhs per kanal , but the Defence Estates Department is not vetting the rates recommended by the collector and paying compensation @ Rs 6 lakhs per kanal which is the 15 years old market rate of the Karewa Damodar area . Karewa Damodar is located just 12 kms from Srinagar city. Humhama , New Airport , Gogo Land , Rangreth which are the posh residential areas of Srinagar outskirts are located adjacent to this Karewa and the market rate of the land in these areas ranges from 50 to 60 lakhs per kanal . Many top politicians , bureaucrats have residential houses built in these posh locations , but inside the fencing the land acquired by Defence Estates department is being taken away from farmers for peanuts ie Rs 6 lakhs per kanal . earlytimes.in/mobiledet.aspx?q=135304
