The officer is explaining to her that I did not have the physical permit in my possession which is true, although the permit was obtained (even though from a Constitutional perspective no permit is required). He also tells her that a noise variance is needed which is actually not true. Connie tells him at the end of the video that we are not against him or the police but they have a hell of a lot of things better to do than arrests pot smokers. Watch his face and his expressions.
