If YOU are turning left and DO NOT have a green arrow indicating you have the right-of-way and there is an oncoming car turning right into the same intersection because they have a green light (just like you), THE CAR TURNING RIGHT HAS THE RIGHT-OF-WAY. EVERY TIME. Unless you are making way for a police or emergency vehicle, in which case they probably still have the right-of-way but would be a jerk not to let you go first. Thanks in advance.
