Perfectly HEALTHY all over, in mind, body and Soul, say the Doctors of V Luna Hospital, the Armed Forces of he Philippines Medical Center..I was going around to undergo a through medical and neuro tests to see to it that I can hurdle the Training at the Asia Pacific Center for Security Studies in Honolulu, Hawaii which will start in September 23i. Then I had the pre- departure briefing by JUSMAG ,Americas State Department and Military coordinator.. Im having mixed emotions , missing my work and family Ill leave behind yet, excited for the new learning that I can contribute to my Country and to Humanity.. For my chosen Policy Paper , I hope to make a study on Institutionalizing the Human Assistance and Disaster Response ( HADR) role of the Military Reservists in the Local Government Units and in the private sector Industries and establishing Cooperation in HADR response among the Nations in the Asia Pacific Region.. The Philippines experience in the super Typhoon Yolanda, Ondoy were lessons learned how weak still our capability in disaster response, rescue and relief operations, losing many lives, wasting PhP 2 Billion pesos worth of goods donated by different countries and the utter lack of coordination and working systems in our response capabilites.. In the FEMA, the Federal Emergency Management Agency of the USA, which I fortunately had also underwent training in the past, responses are quick and effective coz long ahead, the planners already anticipate the different disasters sand scenarios that may happen. There never will be a break up of the chain of Commands,in case the responders themselves are also the victims. In our case, Filipinos are known as good planners but, we always fail in the execution. I hope to be an instrument of our Country later after this training. Here I come again , beautiful and so cool Hawaii! ALOHA!
