Perhaps the typical Western statist ideal of democratic statism is disproved by tribal and ethnic oriented societies. The reason statist democracy doesn’t work in most of Africa, former Yugoslavia, or Ukraine is that *any* ruler is culturally expected to (and will) cater to his tribe-group. The statist democratic ideal seems to require a homogeneous atomized mass society, available to ruling elites to utilize and indoctrinate. Societies with many intermediate associations and groups are not as susceptible to mobilization by rulers, and may even find that they can get along fine without them. (As already noted, the solution is recursive secession, so subgroups can have their own “governments.”)
