Persona Non Grata is the latin word which means unwelcome person which basically stemmed from its diplomatic origins. It has widely been practiced in parliamentary procedures to censure someone for offending the host city or country. Can a mayor declare one persona non grata? It is basically a legislative act, at the very least, in an LGU level such as the one in Davao City ie Ramon Bautista. In a bilateral level or at the very least, multilateral level, the President through the recommendation of the Department of Foreign Affairs and the Department of Justice (representing the Bureau of Customs and the Bureau of Immigration) can declare a person persona non grata for offending Filipino senstivities and culture, tradition and violate its laws i.e. Dutch national Thomas Van Beersums after his activism in the streets of Manila led to his arrest and deportation. Persona non grata (singular) while personae non gratae is plural, both have the same meaning: UNWELCOME PERSON/PEOPLE
