Personality Test/Viva-voce for HCS(Ex.Br.) by HPSC – An Eye-wash. As per HPSC announcement, the Personality Test/Viva-voce of the candidates who have qualified the HCS(Ex.Br.) & Other Allied Services Main Examination-2011 is going to be held from 24.09.2013 to 19.10.2013 at Commission’s office, Panchkula. As per schedule, the interviews will be conducted category-wise i.e. for General, SC,BC,ESM and PH of Haryana separately on different dates and as per time schedule for interview, maximum 15 candidates will be interviewed in just three and half hour ( 09.30 to 13.00 hrs.) in the first half of the day and maximum 10 candidates in just two and half hour ( 2.30 to 5.00 P.M) in the second half of the day. As such no candidate will be given more than 15 minutes for interview leaving aside the killing time in between the two candidates and other normal requirements of the members of the interview board. See the fun ! How can the interview board assess a candidate’s performance in just 15 or say 10 - 12 minutes hardly available to any candidate? Is the so-called Personality test/Viva-voce being conducted by HPSC not an eye-wash? But in Haryana, who bothers? Secondly, why the interviews are being conducted category-wise separately for General, SC, BC, ESM and PH of Haryana. It means the lists of all qualified candidates with total marks of the written examination have already been made available to the Chief Minister of Haryana to select the candidates of all categories on the basis of pick and choose as per his liking and the lists of candidates selected by Chief Minister in order of merit will be sent to the Chairman of the HPSC to award marks of interview in the Commission’s record later on keeping in mind the merits as fixed by the CM or his man on his behalf in respect of candidates of all categories. It has been observed from the lists of selected candidates of earlier HCS(Ex.Br.) and other posts that none of the candidates of either SC category or BC category find place in the merit list of General category candidates. This is the main reason that the list of candidates of all categories are made category-wise separately by HPSC and all other recruiting agencies such as HSSSB, HTSB etc. and as a result even meritorious and highly qualified candidates from the SC and BC categories of Haryana do not find place in the merit list of General candidates, whereas the total marks in the written examination of the SC or BC candidates are more than a few candidates of the General candidates but they are awarded more marks in the interview than the SC & BC candidates under a manipulated practice adopted by the HPSC on the behest of every Chief Minister irrespective of the political party. It is surprising that not a single candidate from the SC or BC categories has ever found place in the merit list of General candidates. Why not a common list of all qualified candidates of all categories are made for interview without mentioning the category, marks in the Written Exam and address of the candidates so that interview board can assess the performance of each candidate without any bias and in a right way, if the interview has any sense and has any thing to do with the selection of the candidates, otherwise nobody can stop the manipulations and bungling in all the selections for all posts in Haryana. Thirdly, as a matter of fact, all selections in Haryana are made by Chief Minister himself out of the lists of qualified candidates keeping in mind all kind of bias such as caste, religion, area, constituency, political party, recommendations of M.Ps/MLAs/Ministers and other VIPs from the Centre, relationship and above all the amount of money but money can only serve the purpose if anybody is having any political approach to convince the Chief Minister. Therefore, I request the High Court of Punjab and Haryana or the Supreme Court of India to intervene in the HCS(Ex.Br.) selections supposed to be made by HPSC in the coming days and if need be, a CBI inquiry be ordered to find out the facts of the so-called interview and the selections. Hoping for justice.
