Pertaining to the Oregon daycare situation, I believe that this could apply- Section 20. Equality of privileges and immunities of citizens. No law shall be passed granting to any citizen or class of citizens privileges, or immunities, which, upon the same terms, shall not equally belong to all citizens. Oregon legalized medicinal marijuana - thereby opposing federal prohibition and creating an option in medicine for Oregonians. Why should the state not afford medicinal marijuana the same exclusions as prescription medications?
