Petition of the Concern residents of GIBEON On the 12th September 2013 To the Chairlady of Gibeon Village Council Our Hon. Councilor Van Neel, Chairlady of the village Council, Fellow Councilors, Traditional Leaders present here today, Madam the Station Commander of the Namibian police, Members of the media houses and last but not least all sympathizers of the Gibeon Village, We the concern residents of Gibeon finally come to a point where we decided to let our voices be heard. Not only do we want our voices to be heard but we want immediate action to be taken as from this time to stop the evil corrupt practices and maladministration at the office of the Gibeon Village Council. 1. We are sick of living in poverty because of selfish councilors, the ever out of office CEO and his assistants. We therefore humble plea to the Hon. Minister of Regional Local Gov. Housing and Rural Development and the Governor of The Hardap Region to start with urgent investigations into the business affairs of The Gibeon Village Council because of the following serious irregularities. 2. We the residents of Gibeon demand explanation of last three [3] audit reports from the office of the Auditors General. Huge amounts of money cannot account for; no proof of payments can be shown. We therefore demand for the removal of the CEO until investigations has been done and guilty people brought to book. 3. Currently as now, no facial stock control can be accounted for. 4. We want to know who serves on the tender board and whether these people that serve on this board are aware of the tender board regulations. Practical example the last Company that repaired our one street used the council truck to wet the street with clean drinking water while we are blest with so many fountains and the big Fish River. Did the Company pays for the thousands of liters of clean drinking water and the used of the truck? If so, how much was paid and how was the amounts calculated? 5. We want urgent investigations regarding the built-together Project because there are more questions than answers in the project. Just to mention a few: What happened to the houses that are building half? We want to see original invoices of material purchase and not modified reports and typed documents, we want to see how the building materials were controlled from the moments it were bought till the moment it was booked out for the work. Why are people not paying for the houses? 6. Why are some residents accounts modified every time if accountants come for financial reports? 7. Why can the council not provide VAT summaries for the financial years 2010 till 2011 for audit purposes? VAT amounting up to N$408 434.44 could not be accounted for. Non submission of invoices contravenes the State Finance Act and we as the community held the CEO and The Councilors responsible for the financial mess at the council. 8. Currently the Village Council use the S&T Ratio as per PSM circular no 11 of 2006 and not the latest version of PSM Circular no 25 of 2008 as shows in the latest audit report, which is very wrong and corrupt. 9. Because of the above mentioned evil practices and self-enrichment schemes of the council workers we demand urgent community meeting with financial reports and a strategic development plan for our village. 10. Furthermore we want to know the total amount of money owed to NAMPOWER & NAMWATER, the bulk suppliers of services. 11. Hon. Minister because of the above mentioned evil did and many others that are still happening in the Gibeon Village Council office we Demand the immediate removal of the CEO, The accountant, Mr. Windstaan of Human resource and responsible for the build Together Program and always acting CEO from the office whiles investigations are ongoing. 12. We the residents of Gibeon also put a Vote of No Confident in ALL 5 COUNCILLERS. We want the council to be dissolve and the council affairs be put under the auspices of the Hardap Regional Council until all dirt are clean at the Gibeon Village Council. We further demand a Forensic Investigation into the Council affairs for the last three [3] years, investigations from ACC and findings made public to the residents. 13. Furthermore our humble plea to NAMWATER and NAMPOWER to open satellite offices so that we can buy our services direct from them. 14. We therefore give the relevant authorities seven days to give us answers to our queries. We are really tired and burnt. Failure in this demand might lead to unspecified action therefore we tried to be very patient and peaceful. Enough is enough……….We want Leaders that cares about this Historic place and not only about their big stomach whilst poverty, unemployment, diseases, no development are killing us…We want total change around the council affairs. We thank you. 1. Get rid of excuses So many people hold themselves back by making unjustifiable and largely untrue excuses to themselves, such as: ■ ‘I can’t.’ ■ ‘I am unable to because…’ ■ ‘I haven’t had the right education.’ ■ ‘I am not assertive enough.’ ■ ‘I am too old.’ ■ ‘I am too young.’ ■ ‘I suffer from poor health.’ Motivate to Win 52 ■ ‘I am not lucky.’ ■ ‘I’m never in the right place at the right time.’ ■ ‘I didn’t go to the right schools.’ ■ ‘It’s my family background.’ ■ ‘I was born under the wrong birth sign.
