Petrol and diesel cost the most in the Balearic Islands, and the least in the province of Huesca PETROL and diesel are more expensive in the Balearic Islands than anywhere else in Spain, according to the ministry of industry. And the province of Huesca, Aragón region, which borders the Pyrénées has the cheapest car fuel. Taking the most-recent full-month figures – those for April - the ministry says a litre of 95 unleaded in Huesca cost 1.389 euros, and in the province of Zaragoza and the single-province region of La Rioja, 1.396 and 1.399 euros a litre on average. Everywhere else in the country, unleaded petrol cost a minimum of 1.40 euros – the province of Vizcaya, in the Basque Country, had average prices of 1.401 euros and that of Teruel, in Aragón, 1.409 euros. In April, the average price of fuel did not in any cases reach 1.50 euros per litre, although it is now creeping up again. As the most expensive, unleaded 95 in the Balearic Islands of Mallorca, Menorca, Ibiza and Formentera cost an average of 1.469 euros a litre, just ahead of the province of Cáceres, in the western region of Extremadura, at 1.462 euros and Albacete, in Castilla-La Mancha at 1.46 euros. In the land-locked north-western federal community of Castilla y León, the most expensive unleaded 95 was found in the province of Salamanca, followed by that of Ávila, at 1.458 and 1.457 euros respectively. Diesel was cheaper in the north of Spain in April, costing 1.301 euros per litre in Huesca again, and followed by the provinces of Zaragoza, the region of Navarra, the province of Álava in the Basque Country and the region of La Rioja. Again, the Balearics had the most expensive diesel at 1.382 euros per litre, followed by the provinces of Cáceres, Castellón, Ávila and Valladolid. According to the Association of Petroleum Product Operators (AOP), the difference between regions in fuel prices is directly linked to tax charged by regional governments on petrol and diesel. In the north-western region of Galicia, this is 24 euros per 1,000 litres of petrol and 12 euros per 1,000 litres of diesel, compared to 48 euros per 1,000 litres of petrol in the neighbouring region of Asturias, and in all other federal communities besides Madrid with tax at 17 euros per 1,000 litres of petrol, and Navarra with the same rate as Galicia. And the governments of three northern regions – the Basque Country, La Rioja and Aragón – do not tax petrol or diesel, with the only tax on transport fuel being levied by the central government, as is the case with the rest of the country. AOP says service stations on the cusp of two regions took advantage of their geographical location to charge higher petrol prices, whereas the Balearic Islands charged the most because drivers could not travel to a next-door region to fill up unless they got on a ferry. Last week, the National Competition Commission (CNC) inspected numerous petrol operating companies and an association involved in the sector amid suspicions of pricing and distribution practices which flouted competition laws.
