Philadelphias tax burden is the second highest in the country and we have a poverty rate of 26 percent. Our city revenue in 2001 was 2.8 billion and today its over 4 billion. In 1998 the city contributed 16 percent of our budget to health care benefits, pension benefits and obligation bonds. Today we are at 28 percent! Most of us are not focused on this because it does not directly affect us. Eventually it will. We need a solution to reduce this obligation and one that is fair to all city employees!
