Philippines is modernizing its military capability and seeking for acquiring submarines with purpose of detering China over South China Sea disputes.However, it might take a decade to just build up submarine fleet before procuring submarines. Based on military expenditure data, the government of Philippines has spent approximately a billion dollar on empowering its defense sector especially for naval forces recently. President Noynoy Aquino (P-Noy) has unveiled the plan to increase military expenditure to around 2 billion dollar in 2017 since Philippines is still considered as one of the weakest military power in the region. Currently, Vietnam, another disputed party of South China sea, already has purchased 6 submarines from Russia, and three out of six already station in Cam Ranh base. Some experts claim that Vietnam is conducting the maritime strategy known as Sea denial to counter China.
