Piecemeal peace process granting a rebel group or the ethnic community that the group claims to represent territorial autonomy without taking into consideration legitimate interest of other ethnic groups antagonises the latter. In the name of peace rewarding the mass murderers by dropping criminal charges against them defeats justice and encourages other criminals to form group and blackmail the government by killing innocent people. These are the two basic traits of decades old peace policy of the government of India in North East India. These are also two basic reasons why peace remains elusive and violence perpetuates. A justice-based and rights-based comprehensive approach to peace process is necessary to end the cycle of violence.
