Pix ; Hon Maigida umar ,executive chairman,Bass a Local Govt council, kogi state-.-------------Group petitions EFCC Over Bass a LG BOSS stealing (Worried by the high level of serial financial irregularities and managerial vendetta in Bassa local government, the civil society Network Against Corruption (CSNAC),petitions EFCC&other relevant agencies) Accusations of rampant large scale stealing, double deals,nepotism,, the cooking of books,money laundering, collusion &illegal splitting of contracts,are among just some of d financial hi-jinx,&d subject of a scathing, &shocking,petition from a pressure group, civil society Ntw against corruption (CSNAC).The petition which was signed by d association president, Alh.YUNUSA Dangana,& made available to KOGIWATCH MAGAZINE has raised alarm ,& name name,over what he described as monumental fraudon Bassa located govt councils treasury by the council chairman ,Hon Ibrahim Maigida Umar. The large scale stealing at d council has gone on for over one year,& d report say,has into tens of millions of naira. The petition obtained by the magazine is titledAlarm Bells on corruption; serial financial irregularity &managerial vendetta takes special aim at Hon Ibrahim Maigida Umar ,Chairman Bassa Local Government Area of kogi syste . The petition which was also addressed to the permanent secretary, kogi state ministry for local government &chieftaincy affairs &copies were made available to the Economic &Financial Crimes Commissioned (EFCC),directly accused Maigida of incidental serial &systematic rip-off of d common wealth of d council Among d litany of financial atrocities said to have been committed the council allegedly by the council boss includes:, weakening of internal controls &collusion with the Head of internal Audit &some other key officers :,flagrant breaches and total disregard for external financial regulations,including,but not limited to,the awarding of contracts for SURE P projects without following due process, awarding contracts without financial availability :insider dealing(abuse of office),inflation of expenses,non payment of full salary &splitting of contracts. Raising further eye brows in addition to items already listed were awarding of contracts to syndicates &staff cronies ,favouritism ,even nepotism in d appointment &replacement of staff,an outright demand for d receipts of bribes ,regular deception by approving authority,as money laundering. The petition reads in part: in view of various newspapers reports & documentary evidence at the disposal of our NTW,CSNAC,a coalition of over hundred org, wishes to call for an immediate investigation into d records and activities of Bassa Local Government of kogi state .1st August 2024. The chairman EFCC.address; 35,Formella street, off Adetokunbo Ademola street, Abuja. Sir, REQ FOR INVESTIGATION & PROSECUTION OF BASSA LOCAL GOVERNMENT CHAIRMAN, HONOURABLE IBRAHIM MAIGIDA UMAR .. Civil society ntw against corruption is a coalitions love 150 anti corruption org ,whose primary aims is to constructively combat corruption vigorously &to ensure the effective monitory of d various anti-graft agencies in their activities towards fighting corruption & enthronement of transparency, accountability ,probity, &total commitment to fight corruption in Nigeria... In view of various News papers reports & documentary evidence at the disposal of our nt,we wish to call for an immediate investigation into d records &activities of Bassa Local Government council of kogi state. Sir,consequence upon failure of d council chairman to address several complaints by the legislative arm of d council bordering on corruption &abuse of office ,the legislative council of Bassa Local government at one time of its sitting resolved to commence suspension proceedings against Hon. Ibrahim Maigida Umar based on indictment in; misappropriation of public funds &contravention/disregard for d public finance management law of kogi state. Based on legislative council committe findings &following its resolution a VOTE OF NO CONFIDENCE was passed on the chairman. The following allegations were overwhelmingly sustained against Hon Ibrahim Maigida Umar ,the Executive chairman of Bassa Local Goverment: 1 Aiding and abetting through criminal conspiracy by awarding contracts to his. Allies &cronies through which local govt funds were siphoned. Of particular ref is the rehabilitation of odulu koriko & koriko Oguma roads contracts awarded to PLUS IDRIS AND NANA CONSTRUCTION COMPANY Nig. Ltd owned by Hon paul Gowon at the sum of N75,642,937,50 with the whole money paid since January 2014. Till date,the contract was not executed neither was d money refunded 2 Collection of various sums of money both in Naira &foreign currencies in forms of salaries &purchase of official car for office of the wife of chairman which does not exist. 3 Obtaining Bank loans & overdrafts at various time btw January &June 2014 without the knowledge &approval of the legislative council,in contravention of kogi state financial management law,2011,section 65(I). 4. Violation of the Law of kogi state public finance management law 2011,section 57(2)by appointing a politician as chairman of the Revenue commitee of the Local Government. 5. Awards of over-inflated &questionable contracts. 6. Purchased of N5million vehicle for d office of chairman without delivery same to d council. Following these unresolved allegations againt Hon. Ibrahim Maigida Umar,we are demanding an urgent investigations & necessary action of your commission on this matter. Pls find attached documents relevant too this matter for your attention. .
