In Prologue itself the Report opines that [p.iii, para 4] “After considering all aspects, the Committee found the balance tilting in favour of keeping the state united , though some valid and strong reasons…….demand for separation was also not entirely unjustified.” 2. In the same Prologue [p.ii, para 2] it is decided that “ As a result, Andhra Pradesh today stands as one of the front runners among the progressive states in the country. Indeed, it could be arguably said that this very progress has led Telangana to revive the demand for a separate state in order to gain greater political space and to bridge more rapidly the remaining, though diminishing, disparities.” These two points together prove that all aspects favour United Andhra Pradesh, and that progress and development in Andhra Pradesh were the reasons for the separatist movement contrary to the propagation that lack of progress and development caused the Telangana separatist agitation. 3. The propaganda by the separatists that Seemandhras grabbed around 2,50,000 jobs in the Telangana region, the Sri Krishna Committee Report is a slap on their faces!! In Chapter 5 entitled Public Employment Issues under the heading Status of implementation of the Presidential order and G.O. Ms. No. 610 [5.29.01, p.281] the report opines “When the Commission compared the 2001 Census figures with the provisional figures of locals/non-locals, it found that the percentage of non-locals in zones was negligible and far below the limit of 20%”. In p.285 [5.31.03] the Committee declares “As stated earlier, the Committee took note of the progress made during the last four years and the earnest steps taken to implement the recommendations of the One Man Commission. The Government, after identifying 18,856 employees for repatriation, has already repatriated 14,784 employees. Not only is this good performance but also, all efforts appear to have been made to implement the Presidential Order. 4. Another allegation of the seperatists that Seemandhras have looted Hyderabad with investments is proved by the Sri Krishna Committee to be entirely false. In Chapter 6 Issues Relating to Hyderabad Metropolis, the Committee clearly proves that “…only 25% of the total investments are from private AP based investors. Even in Construction and Real Estate, Finance, Business Services, it appears that private AP based investors are not dominant, attesting to the diversified nature of the real estate industry.” [p. 330, 6.18.02] Further the Committee reports “The lopsided share of non-AP investors in Real Estate, Finance and Business Services, with almost three-fourth of investments, is particularly pronounced” [p. 331, lines 1-6] 5. The Committee clearly decides the right of all the three regions on Hyderabad. It opines “Access to educational institutions in Hyderabad is also equally important to youth from all three regions of the state. Small tradespersons and semi-skilled workers from all over the state also find a niche in the city. People from the three regions have developed strong material and emotional attachment to the metropolis and fear loss of access in case of changes in the state’s contours” [p. 339, lines 1-6] The Committee further makes an important suggestion that “Keeping the above factors in mind, it is imperative to ensure that there is no de-stabilization of the economy of Hyderabad, flight of capital or erosion of business confidence and all stakeholders continue to have safe access to the city. It would be in the interest of all regions if the economy of Hyderabad, which is growth engine for the state and the national economy, continues to grow rapidly as only economic growth can create an expansion of employment opportunities. The current economic inter-linkages of Hyderabad with all regions need to be fostered and further developed especially in the context of Hyderabad now having become a hub of the ‘new economy’, with an international brand image and interface.” [p. 339, 6.22.04] 6. In case of irrigation the Committee reports in chapter 4 Water Resources, Irrigation and Power Development that “ In a nutshell, considering all sources together, the net irrigation in Telangana has increased from 7 lakh hectares in 1955-56 to around 18 lakh hectares in 2008-09.” [p.189, lines 6-8]. Further the Committee found that “Thus, any suspicion of deliberate neglect of tanks in Telangana appears misplaced”. [p.195, para v, lines 6-7]. 7. As far as the allegations of the separatists about the loot of water sources by the Seemandhras, the Committee clearly stated that “Catchment area cannot be the only criterion. Also, the allocations had already been determined for the state as a whole by the KWDT and GWDT awards. Further division of these allocations is done project-wise and region-wise in the state through a technical committee. In addition, Telangana, being at a higher level, has natural disadvantage in gravity canal irrigation from large projects”. [p.205, 4.5.01 (i) under the heading Grievances of Telangana]. 8. It may be stated that the reorganization which took place in 1956 is now part of history and it will be impossible to reopen such debates. 9. The reduction in importance of minor surface irrigation and a phenomenol increase in ground water irrigation is a nationwaide phenomenon……there is a very large growth in the gross and net irrigation in Telangana, although the minor surface irrigation has reduced. This is mainly due to the large increase in groundwater irrigation. Such a large increase would not have taken place if it was leading to the general impoverishing of all farmers. While, in general, this grievance is based on misconception….[p.206, para (iv)] In the same chapter, the Committee reports on the allegations of the separatists regarding power development in Andhra Pradesh. 10. The present genartion installed capacity as on 30th June, 2010 in Coastal Andhra, Rayalaseema and Telangana is 5242 MW, 1840 MW and 4368 MW respectively. AP has also achieved 100% electrification. [p.218, 4.8.03] 11. Regarding the allegation about the discrimination in the location of electricity projects, the Committee says, “ As per existing policy, power projects (Thermal or Hydel) have to be cleared by the Central Electricity Authority (CEA), Ministry of Power, Government of India…..decisions are taken based on objective, technical and financial parameters. [pp. 231-232, 4.16.03] 12. In the number of Low Tension services, “This shows that the growth of number of low tension consumers, since 1971-72 to 2008-09, in Telangana region is the highest as compared to coastal Andhra and Rayalaseema regions. [p.232, 4.17.01]. 13. This shows that Telangana region is making maximum use of electricity for all categories of Consumers as compared to coastal Andhra and Rayalaseema regions. [p.233, 4.17.03, table 4.16] 14. Employment in Power Sectror: The number of employees in APgenco generating stations in coastal Andhra and Telangana regions is almost equal, while the number of employees of Rayalaseem region is less. [ p.237, 4.17.11.02] As per AP Government policy for employment, the recruitment in the workmen cadre in power sector of Andhra Pradesh is done at Circle (District) level or at Power House as a unit with 90% candidates mostly from the local area. Since 2008, even for the cadre of Assistant engineer or equivalent, it is done based on Government Order 610, considering the 6 zones in the area. [p.238, 4.17.11.03] The above data shows that the number of sanctioned posts, number of employees working and number of employees working in APtransco based on the native place of the employee is the highest in Telangana. [p.239, 4.17.11.04]
