Placement through DGR. Persistent efforts are made by the DGR with the dual aim of increasing awareness amongst the Corporate Sector on the availability of valuable human resources in Ex-Servicemen and enhance job opportunities for ESM. Self - Employment Directorate General The Self Employment Directorate manages avenues / schemes, details of which are as appended in the succeeding paragraphs.These Schemes are promulgated from time to time and are effective for a certain duration of time as would be notified. The presently notified Schemes are Management of the CNG Stations under the IGL, Coal Loading and Transportation Scheme under the CIL and Management of the Mother Dairy Booths (for PBOR). Coal Loading and Transportation Scheme The Scheme is administered on the basis of Memorandum of Understanding signed between the Coal India Ltd (CIL) and DGR which gives the terms and conditions governing the formation and running of the Ex-Servicemen Coal Loading and Transportation Companies. On receipt of demand from the Coal Subsidiary, the offer is given to the senior most eligible empanelled ESM(O) who is willing to undertake the work. Senior most ESM(O) selects two other empanelled ESM(O) to form an ESM Company registered under The Company Act of 1956 post conduct of a feasibility study. The ESM Company has to start with an authorized capital of Rupees 35 Lacs shared approximately in equal ratio between the Directors of the Company. An operative ESM Company is required to employ 75% ESM of the total employees under the stipulated categories. Post sponsorship by the DGR to the concerned Coal Subsidiary the ESM Company carries out the tasks of coal loading and transportation work as a business venture. Initial period of sponsorship is for 05 years which is extendable by a period of another 04 years if the performance of the ESM Company is satisfactory. Registration for ESM Coal Transport Companies. Eligibility for registration is as under:- Should be un-employed Commissioned Officer. Age below 59 years Should be registered within five years of retirement/release Coal Tipper Attachment Scheme This welfare scheme for widows/disabled soldiers is linked with the ESM Coal Loading and Transportation Scheme. Eligible candidates can avail this Scheme for a period of 05 years and need to deposit an amount of Rs 85,000/- with the affiliated ESM Coal Loading and Transportation Company which pays back a monthly amount of Rs 3,000/ i.e. an annual return of approximately 42 % on the principal amount.. On maturity of the Scheme the Principal Amount is refunded. Management of CNG Station by ESM (Officers) in NCR This Scheme is presently operative as a Company Owned Company Operated (COCO) under the aegis of Indraprastha Gas Limited and available in NCR Area only to include NOIDA, Faridabad and Gurgaon. Retired Defence Services Officer’s (ESM-O) empanelled with DGR are sponsored to IGL which in turn selects one of the retired officers through a Board of Officers. The selected retired defence services officer is contracted for management of the CNG station by the IGL for a period of 05 years on a yearly renewable contract basis. Selected retired officer gets an emoluments of Rs.45, 000/- (approx) per month or 14% of the wages disbursed , whichever is higher with an annual increment of Rs. 2000/- per annum. Mother Dairy Milk Booths and Fruit & Vegetable (Safal) shops Mother Dairy India Pvt Ltd. is providing ready built and fully equipped milk shops / booths to the Ex-Servicemen (ESM-PBOR), while its Fruit and Vegetable (Safal) Shops are opened for the ESM and their dependent sons from 1989. The Scheme is available in NCR viz Gurgaon, Noida, Greater Noida, and Gurgaon and is also under consideration for expansion in Bangalore and State of Rajasthan. A security deposit (refundable on termination) of Rs. 1,00,000/- is required be made to Mother Dairy India Ltd. on selection while a working capital of Rs 50,000/- for operation will be required. The selected concessionaire undergoes a free training for two-four weeks with Mother Dairy prior to allotment of booths/shops. Remunerations earned rests at 9% of the sales in case of fruit and vegetable (Safal) shops while in the case of Milk Booths the earnings are on the commission basis of 20-25 paisa per one litre sale and for products it is 5% of the sale proceeds. Allotment of Oil Product Agency Ministry of Petroleum and Natural Gas has reserved 8% of Oil Product Agencies i.e. (LPG Distributorship, Petrol Pumps and Superior Kerosene Oil Distributorship etc.) for the defence category applicants who comprise of wartime/peace time widows and disabled soldiers. Eligible applicants are sponsored by DGR for the purpose and issued an Eligibility Certificate as per the laid down Priority Norms. Selection of the applicants is done by a Board of Officers constituted by the Ministry of Petroleum and Natural Gas. Selected candidates may take loans from the Oil Corporation if meeting their eligibility criteria for operation of the installation. Earnings that accrue to the operator is approximately Rs 1/- per litre sale of petrol and Rs 0.58/- per litre sale of diesel, while for LPG it is approximately Rs 18/- per LPG cylinder sold. Allotment of BPCL/ IOC GHAR Outlets (COCO Outlets) M/s Bharat Petroleum Corporation Ltd. and Indian Oil Corporation has evolved the concept of ‘GHAR’ having all facilities required by truckers under one roof, while they engage themselves in refueling activities. This is also known as the Company Owned Company Operated (COCO) outlets. Selected retired defence officers manage the COCO station on yearly contractual basis for a period of a maximum of three years. Assured remunerations paid to the operator by the oil corporation is Rs. 25000/- per month while an additional incentive of Rs. 100/- for every KL sale beyond 250 KL is also granted. Allotment of Army Surplus Vehicles Ex-Servicemen and widows of defence personnel who died while in service and Ex-Servicemen Co-operative societies are eligible to apply for allotment of Army Surplus Class V-B Vehicles. Applicant has to apply as per the laid down norms through the ZSWO / DSW(S) / Unit Serving to DGR along with security deposit as stated for each type of vehicle. Post registration of the applicant at DGR subsequent release of the vehicle is done through the MGOs Branch. Option for release of one of the 42 types of vehicles from 12 CODs/CVDs can be opted for on payment of nominal sum as notified by the Government from time to time. Entrepreneurship and Loan Directorate Directorate of Entrepreneurship and Loan is responsible to educate and motivate Ex-Servicemen to opt for various Government schemes. It is a viable resettlement option for ex-Servicemen desirous of establishing their own business venture, with the help of soft loan / subsidy available under various Government schemes. DGR has been encouraging the enterprising ESM to take up these new business opportunities. The following are some of the schemes / opportunities: SEMFEX-II Scheme. The scheme is operative in rural areas with financial assistance from National Bank for Agriculture and Rural Development (NABARD). SEMFEX III Scheme (Sena se Gramodyog). The scheme is operative with the support from Khadi and Village Industries Commission (KVIC) under Prime Minister’s Employment Generation Programme (PMEGP). Agriculture and Allied Activities. The ex-Servicemen are advised to opt for organic cultivation using natural / organic manures which have the export potential. New Business Opportunities - Franchising. ESM are being encouraged to opt for a suitable franchise for a viable entrepreneurship.
