Plan for capital from SDF candidate Lachungpa Hishey Lachungpa, SDF candidate for 27 Gangtok assembly seat, reveals his plans to make Gangtok a Cosmopolitan City with a WiFi enabled zone for better connectivity and network. He also plans to work for the development of a State Capital Region which will include all the areas under GMC and the neighbouring constituencies of Shyari, Upper Tadong, Arithang, and Upper Burtuk. I list out the following goals. The task is not easy but with the support of the people of Gangtok, I intend to fulfil them in phases. 1. I will work for development of a State Capital Region which will include all the areas under GMC and neighbouring constituencies of Shyari, Upper Tadong, Arithang, and Upper Burtuk. This is because the population living in the capital is spread out in these constituencies. The problems are common and these constituencies are interlinked. 2. Focus on samaj, societies and voluntary organisations in each ward so that they are re-strengthened and rejuvenated to work for the community living in these areas. Strengthening of all samaj, societies, Kiduks and welfare societies will be given priority. Decongestion 1. Decongestion of Gangtok is the need of the hour. With increase in population and vehicles, there is a need to plan in detail for decongestion of Gangtok. This includes more parking space, better roads, more foot over-bridges, and link and feeder roads. 2. Our long term plan is to have entire Gangtok connected by Cable Car service since the roads are already congested and there are limited means of Public Transport system. This is however, our long term plan and needs detailed study. 3. Gangtok is technically unsafe as the multiple jhoras in and around the city are overloaded and in many places during my campaign visits I have seen that they are cracking up and beyond its carrying capacity. Re-strengthening of Jhoras up to Ranipul is necessary because this will lead to debauching and stabilisation of Gangtok. Delegation of more powers to GMC to make it more effective 1. Basic amenities in Gangtok need upgradation in consonance with the growing population. There is more work to be done for extension of proper sewerage to suburbs, provide continuous safe drinking water supply and better waste management and we will start work on a war footing if we are voted to power. 2. There is a requirement for proper housing facilities since the population is ever increasing and then there are no houses free for rental purposes. 3. Therefore, I have already started work on an Apartment Ownership Act for housing facilities, where Sikkimese entrepreneurs can build housing flats for sale/rent and which will also give the buyers a sense of ownership. Today many people cannot have their flats registered in their name because of certain rules and regulations. The new framework of an Apartment Ownership Act will help solve these problems. Community Services 1. We are looking at providing Community Centres with allied facilities, recreation parks, parking, children’s park, gymnasiums, gardens, library, day care centres for children and the aged/senior citizens in each ward. 2. Community Utility Space for marriages, deaths as some of the places are overcrowded and there are no spaces for such community spaces. If need be we will utilise Government property, old quarters which are not in use for such facilities. 3. Smart City – Our basic concept is to make Gangtok a Cosmopolitan smart city. Gangtok as a WiFi enabled zone for better connectivity and network. Promotion of Terrace Kitchen Gardens 1. Promotion of Gangtok as a City of Flowers. To have a City Business Plan to develop tourism and Investment friendly policies of the SDF government. 2. For the Vyaparis (Business Community) and the Old Settlers, the SDF party has already declared in its 2014 Election Manifesto to create/setup a Welfare Board for the Vyapari’s (Business community of all communities and religions) under the State Government. The Chairman will be elected from amongst them. This welfare board will take up all issues related to the demands of the Vyapari’s and their welfare.
