Please be advised that the Commonwealth Court issued an order on April 28, 2014, that permanently enjoined the Commonwealth from implementing and enforcing the in-person photo identification requirements provided for in Act 18 of 2012, commonly referred to as the Voter ID Law. It is required that the following actions be taken: • All handouts, signage and other information relating to the photo identification requirements of Act 18 must be removed from public display. • All forms and information relating to obtaining a free ID for voting purposes must no longer be disseminated. • Any automated phone messaging or answering services that contain information about voter identification must be updated to accurately reflect the current identification requirements for (i) voters who are voting for the first time in a polling place; and (ii) absentee voters. • All internal staff training documents/programs that you use for training your staff on identification requirements for voters must accurately reflect the current identification requirements for “first-time” voters and absentee voters. It is important to emphasize that specific proof of identification requirements (though not a photo ID requirement) remain in effect for (1) voters who are voting in a polling place for the first time; and (2) absentee voters. Should any of your clients have questions, please direct them to VotesPA or to the toll-free number, 1-877-VOTESPA (1-877-868-3772). Information is also available at local county election offices. For questions about this information, or for assistance in assessing compliance, please contact Kelly ODonnell at [email protected] or 717-783-7373.
