Please note that Site Security Managers (SSMs) and Verifying Officials (VOs) are NOT authorized to assign Personal Identification Numbers (PINs) to Common Access Card (CAC) holders. This act is considered a security violation by DMDC. SSMs and VOs who are not in compliance risk suspension of DEERS/RAPIDS access, termination of position, and other serious penalties. In accordance with Federal Information Processing Standards Publication (FIPS Pub) 201-2, CAC holders must have a PIN, which is used to obtain physical and logical access. During the CAC issuance process, RAPIDS prompts SSMs/VOs to ask customers to create and verify their 6-8 numerical PIN. Customers then use the PIN to sign the DD Form 2842, Department of Defense (DoD) Public Key Infrastructure (PKI) Certificate of Acceptance and Acknowledgement of Responsibilities, which outlines the responsibilities of being a CAC holder. The AFI 36-3026 IP v1 (Section 10.11.6) states that sharing PIN information is prohibited; therefore, SSMs and VOs should never assign PINs to CAC holders under any circumstances.
