Please oppose 4FSI along Pune Metro corridor. It would mean additional 40 lakh population on each of the two corridors. Also, those who have property alongside it cannot get 4 FSI unless it is a 20,000 sq ft land. Also, if they do not construct on 20,000 sq ft land (by amalgamating nearby properties) they have to pay heavy duty tax to PMC per year. The reasons for my objection are as follows: 1. The proposed changes/ amendments to the PMC Regulation No. 716-24.01.2014 have been approved by the General Body though the maps of the same changes were not submitted to the General Body by Administration. This is illegal. 2. The character of Development Plan cannot be changed as per the provisions made under section 37 of the MRTP Act, 1966. However, the proposed amendments/ changes under section 37 (1) of the MRTP Act, 1966 change the character of the Development Plan. This is illegal. 3. The maps of proposed amendments have not been published on website or put on display at your office. 4. The maps shown to us do not beat the signatures of Hon. Municipal Commissioner and you. Nor do they bear seal of the Pune Municipal Corporation. 5. The 10 meter wide ‘No Development Zone’ along either sides of the Metro route has not been shown on the maps. 6. There is no mention as to what will be the length of Metro route. 7. The Metro affected area has been shown on 500 meters on either sides and 4 FSI has been granted there. We oppose and object to that. 8. The mandatory provision that the minimum size of the plot must be 0.2 hector is in violation of the constitutional provision of ‘Right to Live’. 9. The proposed changes cannot be made while the alignment of Metro route is not finalised because once the maps and DC Rules are changed, a complicated procedure is required to be followed to change them again. Development on 14,000 acre land will come to standstill during the period resulting in unrest in the city. 10.The metro lines have been shown in the Draft Development Plan for 2007-2027 and DC Rules have been framed accordingly. 11.The proposed amendments/ changes are not consistent with the aforementioned changes. 12.The PMC adopts stringent of two policy. Therefore the residents of Pune will suffer because of the proposed amendments/ changes. 13.You are doing the changes illegally though there is opportunity to amend the Draft Development Plan after calling for suggestions and objections on behalf of the administration. In doing so, you are exceeding the powers vested in you and holding residents of Pune at ransom. 14.By raising this objection, we demand that the said Resolution be cancelled, scrapped, quashed and set aside.
