Please peruse it...... This a general information that HRDD (Govt of Sikkim) is going to conduct Sikkim Teachers Eligibility Test on 24th Nov.2013,which is a good initiative of HRDD . We appreciate this open exam. however, in a way this seems to be not par at the expense of adhoc experience teachers. Universal truth is that experience candidates had always preceded over freshers in each and every jobs of the world no matter how big or small scores/figures the candidates hold in his/her degree certificates ! in terms of work efficiency and whatsoever; Adhoc teachers of Sikkim have not demanding for direct/complete regularization of their service but praying and requesting for regular adhoc as in M.R and work charge appointment we have since, adhoc teachers also fall under category of temporary capacity as per Sikkim Govt. service rule. Adhoc teachers have not demanding the complete reservation of teaching jobs but endevouring only 50% relaxation in terms of direct regular recruitment without percentage criteria wherein, they hold experience. The Sikkim State Direct recruitment(special provisions)Rules,2008{Notified vide department of personnel,administrative reforms and training notification No.137/Gen/DOP dated 08.07.2008}:-In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Sikkim hereby makes the following rules regulating the direct recruitment to the posts under different services in connection with the affairs of the state,viz,-(2) Definitions,- (e) relaxation means such relaxation in matters of direct recruitment for such category of posts as may be specified in any notification for recruitment and includes relaxation in roster points,age,qualification or Experience,etc. to such extent as may be feasible; (f) temporary employee means an employee working temporarily either as ad-hoc or on muster roll or work charged or as substitute or on contract or on daily wages or on consolidated pay or on co-terminus basis,etc; {3} Special provision(concerns deptt. has info.)....... Thereof, mentioned rules (Service rule) apparently entitle the adhoc teachers to demand certain (50%) provisions ,which are feasible according to the rule of law. Last not the least adhoc teachers reiterate their appeals viz; 1. 50% reservation in terms of direct recruitment in seats/vacancies, ruling out percentage criteria wherein giving relaxation in recruitment, validating their experience minimum of 1 year. 2. Make their service as Regular ad-hoc like, MR/work charged ruling out yearly fresh appointment system. 3. Acknowledgement of their services as experienced teachers. 4. In Sikkim TET, adhoc teachers should be given first priority to sit for exam. regardless of their percentage, B.ED and TTI limitation since, experience holds more weight-age over fresher. 5. All the SSA appointed adhoc teachers should be given same preferences/privileges as HRDD appointed ad-hoc teachers. 6. All the commerce background mathematics ad-hoc teachers should have special provision to apply maths teachers posts. 7. Separate language teachers should be appointed/recruited in each and every school including English and Hindi language teachers even in upper primary level. These are not demands rather humble appeal, not once or twice but, submitted more than 10 times. We again kindly, seek your(GoS%HRDD)comprehensive reconsideration on this prayer on humanitarian ground at the earliest so we can accomplish our quality education mission.
