Police Commissioner General Augustine Chihuri says the public must understand that all security forces have a constitutional mandate to maintain law and order by preventing crime. Addressing senior security officers at the National Defence College in Harare, Commissioner General Chihuri said all members of the security forces comprising members of the defence force are empowered by the Zimbabwean constitution to carry out police duties when the need arises. "All members of the security sector can arrest an offender and all these members can be called to perform police duties when need arises," he said. Commissioner General Chihuri said the call for security sector reform is misplaced and was aimed at weakening the country ahead of the elections. He said the top brass of the security forces can only be changed by those in power and not those who aspire. "We were put in power by the President and no-one else can fire us. Tsvangirai wanted us out so that he will have better chances of getting into power," Commissioner General Chihuri said. The Commissioner General also explained the provisions of the Public Order and Security Act which he said is a tool to preserve peace and prevent lawlessness among citizens. In his presentation, the Commissioner General also applauded Zimbabweans for voting peacefully in the just-ended harmonised elections..
