Police Debut Stun Cuffs: Electroshock Restraints More Powerful Than Tasers A Missouri Sheriff’s Department is testing electronic restraints called “Stun Cuffs,” which can deliver up to 80,000 volts to an inmate’s arm or leg by remote control.
