Policies for Queensland State Election 1. Registration fees and traffic laws: Registration fees on vehicles based on weight of vehicle not number of cylinders. Registration to be transferable on motorcycles and scooters to encourage less congestion. Registration linked to individuals with comprehensive insurance compulsory to cover all vehicles. CTP to be abolished. Lane filtering for motorcycles in stationary traffic and use of emergency lanes during peak hour traffic to be introduced to reduce congestion and for rider safety. Motorists who drive a vehicle and tows behind it any attachment ie: caravan, boat that is over 3 metres long to sit a separate license test. All motorists to undergo motorcycle licence testing before progressing to Open licence. Abolish all speed cameras. These are a false economy, due to maintenance costs and save very few, if any, lives. They are merely a revenue raising tool. Put police back into highly visible vehicles to patrol the roads. All traffic fines to be managed by Transport Department with motorists able to appeal fines in writing and free up the courts. 2. Speed limits and mobile phone use in vehicles: Increase speed limits on multi-lane highways e.g. Gold and Sunshine Coast to 140 kmh in the right lane. Trucks and P-plate drivers to drive in the left hand lane at maximum of 120kmh. All speed limits in Queensland to be independently reviewed. Any driver caught texting and on a handheld mobile phone to lose 6 points and fined $1000 for first offence. Second offence for the same driver to result in confiscation of vehicle, $2000 fine, loss of licence for 12 months. Third offence by driver to result in custodial sentence, maximum $5000 fine and loss of licence for 2 years. 3. Abolish stamp duty: Stamp duty to be abolished on sales of domestic properties. This was supposed to have been done upon introduction of GST, but the States were too greedy and incompetent to abolish it. This will also make housing more affordable. Lower personal income tax rates Federally but increase in GST should cover any loss of State revenue. Further savings of over $1 billion per annum by State Government by not employing private consultants (mates) to do the work of the Public Service. 4. More frontline staff such as nurses, paramedics and teachers: As per Policy number 3, the savings from shedding private consultants to be redirected towards full time staff in critical areas of need. Waiting lists to be reduced for both elective and non-elective surgery. Maximum of 6 months for both, with figures to be publicly released on a monthly basis to measure reduction times and numbers. 5. Repeal the VLAD Act and all discriminatory legislation: Desist from any further harassment of law abiding motorcyclists and any other Queenslanders going about their business. Legislation previously existed to deal with crime gangs and criminals. Despite no mention of motorcyclists or OMGs, in the legislation, riders are being targeted by the QPS under orders. This legislation is a step too far and affects all Queenslanders through association. A return to common law in the Courts. Mandatory sentences for violent intoxicated offenders who cause serious injury or death through assaults. 6. Bill of Rights - Charter of Human Rights: A Charter of Human Rights to be introduced to Queensland guaranteeing fundamental rights. In the absence of an Upper House and no mechanism to prevent Governments in Queensland with large majorities, to introduce draconian and unfair legislation, with no checks or balances. Below is a link to the Victorian charter and these could be adopted for this State. Citizens review committees: Implement 4 citizen review committees to make recommendations on Court sentencing, environmental decisions, Government legislation and economic strategies and innovation. Members to be elected for the 3 year term of each Government to provide a lay perspective and be a true reflection of democracy. Given that the vast majority of politicians making decisions which affect all Queenslanders, with little or no experience in their portfolio areas, voters with relevant experience and knowledge, can act as a handbrake on extremist actions. Independence of these committees to be critical to success. 8. All Judicial appointments to be made by an Independent panel of legal experts and lay persons. No political interference or power of veto. CCC to be a standing Royal Commission, with the Chair to be selected by a committee from all political parties in Parliament and an Independent legal expert. 9. Establish regulatory panel of 3 independent experts to investigate power prices in Queensland. The State Government is the major beneficiary of revenue and is not passing on savings to customers. The revenue is directed to the Treasury and should be used to fund additional hospital staff, paramedics, fairies and other essential frontline workers. 10. Introduce Inheritance tax to compensate for loss of revenue through traffic fines and lowering of registration fees. 10% tax on first $1 million, 15% on $1.00001 - $5 million and 20% above $5 million. Revenue to be directed to social programs such as affordable accommodation, crisis refuges, breakfast clubs in schools, dental clinics for low income individuals and families. 11. Increase GST to 15% to offset lowering of other taxes and charges. This would only be agreed to if other taxes and charges are rescinded, such as Stamp Duties. No GST on fresh food. 12. Abolish all politicians and public servants taxpayer funded pensions and perks. Make this retrospective to cover all current and past Queensland public servants. Politicians pay rises to be linked to inflation and superannuation pegged at the same level as all other wage and salary earners. 13. Interest free loans up to $1m to farmers to set up solar and wind farms, to power a new grid of low cost electricity. All power lines to be underground, creating jobs to work on these projects in rural areas. Tax neutral until income from power exceeds $500K p.a. This is to offset years of drought, crop failure, livestock losses etc. creation of a new Rural Bank, run by farmers for farmers to provide low interest loans and stave off foreclosures, unlike the big banks. 14. Restore funding to TAFE at 2005 levels and encourage school leavers who are not eligible for University entry or those who left before completing Year 12 to enrol in trade courses. Work with and provide incentives for businesses to secure paid employment for students and mentoring. 15. Reactivate Skilling Queenslanders for Work and other programs which achieved quantifiable employment outcomes for disengaged young people. 16. Anyone with a conviction for a non-violent crime who has not re offended for a 5 year period will have their record deleted and unable to be accessed. This is to ensure that young people and others who get busted for small amounts of weed or other substances are not penalised for the rest of their lives, such as not being able to enter the U.S. of A and other countries. 17. No fracking. No sale of Assets. No subsidising foreign multinationals..
