Both parties vowing to share Intel with each other that the other one discovered which would aid the other party... For example... Both Iraq and syria were readying chemical weapon attacks on isr that isr did not know about but which amer did discover but were withholding from isr deliberately and with malice of intent to see jews harmed and isr destroyed...
