PonderosaHSMom (Parent): Education Week publication did their annual ranking of state of the states, including funding (PPR) as one of their 3 indices for ranking. CO overall came in with a D+. The U.S. average for per-pupil spending stands at $11,735 after adjusting for regional cost differences. Vermont spends the most with $18,882 per student, while last-ranking Utah spends roughly one-third that amount with $6,688 per student. DCSDs 2014-15 PPR is $6,752 (as stated in their budget) after all factors (at risk and state formula reduction). Links are below to the article and budget. The BOE has not put a bond referendum to the community since 2006, and the last of those funds were depleted in 2012 (per the budget). Thats before this BOE. However, THIS SUPERINTENDENT and PRESIDENT of the BOE recommended a bond/mill levy vote as far back as 2011 (see link below). What I find most disturbing is that the BOE outlined that a positive election outcome would enable them to: 1. Create a revolutionary P4P system 2. Full development of system performance framework 3. Maintain class sizes 4. Additional resources for charter schools 5. New schools/additions in Parker and Castle Rock 6. Adequately invest in current DCSD facilities (including charter schools) So...in the 3 years, what has the BOE accomplished from this list? #s 1, 2 and 4. Class sizes have increased, and there is a $275M unmet capital expense campaign the LRPC is doing town halls on currently (both are outlined in the budget link below). The BOE has also taken out $30M in COP (certificates of participation) in the last 2 years, that do not have to have approved by the voters. With that $, theyve financed two new charters (Im NOT blaming charters, Im outlining where the $ was used). That begs the question, why not follow their own recommendations for a bond/mill levy from 3 years ago, instead of taking out more COP? After all, their own presentation (link below) says their recommendation is: To provide the opportunity for DCSD VOTERS (emphasis added) to decide whether or not to fund the reform-minded business plan as TABOR suggests. Someone will post the argument that they might not have passed and wed still be in this position (with COPs). My response would be Yeah, but what about the other issues not addressed above? WHAT IF?? We cant get a different outcome in the past, we can only deal with the situation as it stands today. The BOE has not taken their OWN recommendations in THREE YEARS, but still insist they are providing world class outcomes. Dougco, do you still believe the hype??
