Pontiac has been under emergency management since 2009. In 2011, Pontiacs Emergency Managers Lou Schimmel was granted sweeping new powers after Michigan Governor Rick Snyder signed Public Act 4 into law. In November 2012, the people of Michigan voted to repeal the emergency manager law because it was draconian. In December 2012, Governor Snyder signed Public Act 436 and simply created a new emergency manager law that is immune to referendum. In August 2013, Pontiacs Emergency Managers Lou Schimmel resigned after ordering the creation of a Transition Advisory Board, to which he declared himself a member of and appointed Joseph Sobota as City Administrator. Mr. Sobota reports directly to Governor Snyder. The TAB votes up/down on resolutions City Council passes. Mr. Sobota is here illegally. There is no (provision) in the charter that says there is a city administrator, former city employee Gloria Miller said to the council. As citizens, we need to come up here tomorrow and put Mr. Sobota out. A week later in August 2013, Pontiac City Council passed a resolution that states Schimmels final order potentially violates the City Charter and asks for clarification of the order and an orderly return to local control. Council President Lee Jones said: Were not fighting the transition. Were fighting whats been added to this transition that the council was not a part of. The next day the Mayor of Pontiac at the time, Leon Jukowski, vetoed the resolution City Council passed.
