Position Advertisement Country Program Coordinator, Community Disaster Risk Management The Vanuatu Christian Council is seeking to recruit a highly motivated person to lead a new project that aims to improve the resilience of communities in Vanuatu to disasters by building the capacity of church based organisations to support community awareness and preparedness activities. As the Country Program Coordinator you will have proven skills in project management and will join an experienced, diverse team who work in collaboration with a consortium of Vanuatu Church Partners to implement community based activities that improve the livelihoods and well-being of people in Vanuatu. Background to the Position Vanuatu is one of the world’s most vulnerable places to natural disasters. Whilst coordination mechanisms for disaster risk reduction and management at the national level across the region are improving, there still remain significant gaps in the ability of communities to prepare for disaster at the local level. Community based Disaster Risk Management (CbDRM) is a valuable tool that can help build community awareness and preparedness as well strengthen resilience. Church-based organisations are an important aspect of society in PICs where they have significant reach and ability to provide leadership to remote communities on a range of issues often not reached by government and other agencies. To date Church participation in National, Provincial and local disaster management and coordination processes is limited. The Vanuatu Christian Council (VCC) in partnership with Act for Peace (the international aid agency of the National Council of Churches in Australia) has proven experience supporting church-based partners and with CbDRM. The VCC has secured funding to implement a project to utilise the strengths of a consortium of church partners in Vanuatu to build on a successful approach for CbDRM in Vanuatu. The project will increase the capacity of churches to participate in community based disaster risk reduction and disaster management in the short term and will establish a longer term program design to support church led community resilience building activities. The objectives of the project are: • Improved capacity for gender, protection and disability inclusion in Community-based Disaster Risk Management • Strengthen capacity of churches in Vanuatu to lead Community-based Disaster Risk Management • Strengthen community resilience to disaster Position Description Under the overall supervision of Act of Peace Disaster Risk Resilience Manager and Vanuatu Christian Council Management Team the Program Coordinator is required to organise and co-ordinate all aspects of the project to lead a combined churches approach to implementation in coordination with the Vanuatu Church Partnership Council. Position Objective Oversee the management of the Vanuatu Christian Council “Strengthening awareness on how to prepare for natural disasters amongst members of the Vanuatu Church Partnership to improve local community safety across Vanuatu” project. Specific Duties • Planning and coordination of project implementation including monitoring, evaluation and reporting of project progress, outcomes and financial accountability; • Supervise staff engaged by the project, including planning, implementation, monitoring and reporting of all CCA activities; • To contribute to objectives of the VCC with respect to disaster risk reduction, climate change adaptation and community resilience; • Provide or obtain technical assistance to develop / revise DRM training and IEC materials and provide trainings to church leadership and field staff; • Conduct monitoring visits to all sites where project staff are working to monitor the implementation of work according to the schedule and provide technical support; • Assist in ensuring that all project activities are systematically and regularly recorded, shared, stored and reported. Take the lead on ensuring effective data collection throughout the project; • Liaise, coordinate and facilitate effective communication with the Vanuatu Church Partnership Governing Council, Government authorities, International Non-GOs, and local organisations to ensure that the project activities are in line with national and local government DRR / CCA frameworks and priorities; • Ensure that the relevant information is shared / communicated with the Training and Development Manager and Finance Manager to allow smooth and consistent functioning of project activities; • Ensure all activities integrate cross-cutting themes; • Prepare reports in required format and submit on schedule to the Act for Peace as per the VCC funding contractual obligations; • Provide advice to the Training and Development Manager concerning any changes in the local operating environment; • Play an active part in the employee training and development initiatives; • Complement the activities of other team members, and provide support whenever required; • Perform any other duties that may be required. Core Competencies / Selection Criteria • Qualifications in community work, or other development related field; • Proven ability to management projects effectively; • A sound understanding of disaster risk management and climate change issues and programs in Vanuatu; • Proven community-based program facilitation and training skills; • 3+ year experience in community-based development programming; • Commitment to gender equality and social inclusion; • Excellent interpersonal and communication skills; • Ability to write basic monitoring and evaluation reports in English; • An understanding of Australian aid policies relating to disability inclusiveness, gender equality, violence against women, HIV and AIDS, environment, governance, conflict mitigation, child protection and anti-corruption; • Demonstrated ability and commitment to undertake regular field visits; • Willingness to work with civil society organisations and communities; • Proficient in the use of Microsoft Office. • A desire to work and travel to remote and vulnerable communities Applications Close Closing date for applications is Friday 26th September 2014.
