Position: Management Mentor Location: Free Sate/Northern Cape Region (Bloemfontein) X1 KwaZulu-Natal Region (Durban) X 1 Reporting to: Programme Head: CSSD Qualifications & Experience: • An appropriate master’s degree in health, public health, management, human resources or related field • At least eight years’ experience in systems design, management, analysis and improvement • Significant experience working at a senior management level in the fields of healthcare management, organisational development, human resources and change management • Experience of working in support of the South African Government, preferably within the field of health and correctional services • Working knowledge & understanding of the National Core Standards • Quality improvement experience related to healthcare service delivery • Progressive track record of achievement • 5-10 years or more experience in the development and management of healthcare programmes, particularly HIV and TB is desirable • Knowledge of South African Government financial planning processes, financial management processes, employment regulations including DPSA requirements, as well as programme development and monitoring & evaluation frameworks • A strong preference for working with people and client-oriented • Able to identify clients’ needs, conceptualise solutions to address identified and prioritised issues and delivering on client expectations • Able to establish and maintain effective partnerships • Qualification &/or extensive experience in healthcare management is preferable • Experience of working in a consultancy/technical assistance role, preferably in South African, will be an added advantage • DCS management experience &/or knowledge will be regarded an added advantage Key Performance Areas are based on working alongside senior management officials of the Department of Correctional Services and the Department of Health and include: • Development, implementation and pursuit of policies and procedures to improve healthcare for inmates in correctional service facilities (change management) • Recognising and promoting action on opportunities to improve organisational efficiency and productivity for improved health (problem solving) • Reviewing existing internal communication mechanisms and suggest areas for improvement to promote the health of inmates and staff • Conducting process reviews of the healthcare delivery systems in the correctional facilities • Making recommendations for improved structures and mechanisms for the delivery of healthcare within facilities and follow-up for released inmates (team development) • Identifying clients’ needs, conceptualise solutions to address identified and prioritised issues and delivering on client expectations through the provision of tools and processes that support DCS staff to deliver quality prevention, diagnosis, treatment and care solutions • Working alongside the Quality Improvement teams to ensure that actions and recommendations for improved healthcare in facilities are referred to facility management and are embedded into the management process • Providing the link between organisational development, management leadership and development and technical training.
