Posted: 24 Oct 2014 01:02 AM PDT Jobs at: National Center for State Courts (NCSC) Vacancy title: Access to Justice Advisor Deadline of this Job: 30th October 2014 BY 5pm Job details: Project Name: USAID Supporting Access to Justice, Fostering Equity and Peace (SAFE) Program Duty Station: Gulu, Uganda About NCSC USAID Project: The National Center for State Courts is inviting applications from qualified candidates with a proven commitment to access to justice and peace building for the position of Access to Justice Advisor under the Supporting Access to Justice, Fostering Equity and Peace (SAFE) Program in Uganda funded by USAID. USAID- SAFE is a five-year development program that seeks to strengthen the Government of Ugandas capacity with respect to peace building and conflict mitigation Job Summary: The Access to Justice Advisor will have overall responsibility for the implementation of activities under Component 1, Improved Access to Justice, of the SAFE Program. The position requires regular presence and delivery of assistance in target districts in the North and West of Uganda, with anticipated travel fifty perfect of the time and substantial presence in SAFEs Gulu office. Key Duties and Responsibilities: • Steer the development and implementation of strategies and activities to assist District Land Boards and Area Land Committees to implement SAFEs Administrative Improvement Plans. • Facilitate relationships between districts that are implementing the administrative reforms and new districts to promote peer support and mentoring, collaborative learning, and adapting. • Deliver training to government officials, grantees, CSOs, and District Land Boards and Area Land Committees. • Intuitively review and update existing training materials. • Support the grantees in establishing case management and reporting schemes, referral mechanisms for lawyers, and plans for paralegal deployment to remote communities. • Support grantees with organizing and implementing activities that promote problem solving in the delivery of land related services. • Offer management oversight for component activities and ensure timely implementation of activities in consultation with the Chief of Party and project staff. • Actively contribute to regular periodic reports and briefings for NCSC and donors. Qualifications, Skills and Experience: • The ideal USAID NCSC jobholder should possess a Masters degree in Law or a first degree in Law and a Master’s degree in a related discipline such as social science, land rights, economics or international development. • Possession of six or more years of work experience in dispute resolution and promotion of access to justice with a particular focus on resolution of land conflicts. • At least six years experience in providing technical assistance and capacity building support to government institutions, civil society organizations and local governments in a developing country context.
