Posted: 30 Oct 2014 12:48 AM PDT Jobs at: Private Sector Foundation Uganda (PSFU) Vacancy title: Legal Advisor Deadline of this Job: 10th November, 2014 Job details: Project Name: Competitive and Enterprise Development Project (CEDP) Funding Source: World Bank Duty Station: Kampala, Uganda Reports to: Registrar General About CEDP: The Government of Uganda has received credit from the World Bank towards implementation of the Competitive and Enterprise Development Project (CEDP). The project development objective (PDO) is to improve the competitiveness of enterprises in Uganda through supporting reforms in priority productive and service sectors geared towards a better investment climate with particular focus on MSMEs. The 5 year project comprises of four major components and will be implemented by seven agencies among them is Uganda Registration Services Bureau (URSB). However, the overall coordination of the Project will lie with the Private Sector Foundation Uganda (PSFU) through a Project Coordination Unit (PCU). URSB will implement Component 2 of CEDP: Business Registration and Business licensing reforms that aims at reducing the burden for businesses in dealing with registration and licenses procedure by creating an online one-stop-shop for business registration and an e-registry for business licensing, and by implementing measures aimed to simplify and streamline business registration and business licensing procedures. Job Summary: The Legal Advisor will primarily focus on key areas in the licensing legal regime that will reduce the cost of doing business and also identify area that will assist in streamlining the licensing regime in Uganda. Key Duties and Responsibilities: • In charge of identifying the necessary legislative changes required to adjust the national legal framework that relate to business licenses. • Recommending criteria for identification of priority legal instruments that require urgent reform with appropriate justifications; • Identifying non-regulated areas in the business licensing regime and provide effective recommendations in line with an appropriate legal framework; • Perform a needs assessment of all the laws that apply to the business licensing regime in accomplishment implementation phase. • Provide comments to draft laws and amendments to the existing laws • Identity key contrivances in the business licensing inventory. • To reconcile the law creating the business licensing regime and practice by licensing agencies. • Develop an appropriate and practical framework of working arrangements between the ULRC, MDAs, Private Sector and Civil Society in reform of the laws through. • The incumbent will develop and recommend an enforcement mechanism for effective implementation of business licensing Legal Reform Program. Qualifications, Skills and Experience: • The ideal candidate should possess a good bachelor of laws degree or its equivalent from a recognized university, Diploma in legal practice and must be enrolled as an advocate of the High Court. Possession of a Master’s degree in law or related discipline will be an added advantage. • A minimum of five or more years working experience with a reputable Government /public institution or private /donor funded organization with vast knowledge of Government and private sector policies • Comprehensive knowledge of business licensing procedures, law of taxation, Research and /or project management. • Excellent analytical skills, the ability to address issues at both a broad, strategic level as well as at the implementation level; • Good working knowledge of investment law, business climate and detailed knowledge of the Uganda business environment; • Good initiative to follow-up or proactively seek out and verify information; • Exhibit strong dialogue skills to enable effective communication with a wide range of parties from senior government officers to entrepreneurs of micro-sized firms. • Good knowledge and understanding of operations and procedures of the Uganda public sector. • Highly developed interpersonal and team working skills; • Strong planning, research and management skills • Has worked previously with a government agency or non-governmental organization • Attention to detail and active listening skills • Solution –oriented with ability to work in a high intensity work environment • Fluency in the English language, with excellent communication skills both verbal and in written, including proven skills in report-writing. • Strong computer and information technology skills are also desirable.
