I was accompanied by Interim Assistant Superintendent Eric Hassler and the district’s legal counsel. The stated purpose of this meeting was to explain the Village of Kiryas Joel’s draft scoping document to the public and to allow for comments to be submitted at this meeting or in writing by the deadline of September 30, 2014. We understand that pursuant to the State Environmental Quality Review Act (“SEQRA”), the scoping process is but one of many required steps in the environmental review on the proposed annexation. Our presence at this meeting was important for several reasons: To listen and learn from what was shared by Kiryas Joel representatives and their attorneys, as well as people of the community. Our intent has always been to provide Kiryas Joel with a written comment on the draft scoping document. However, given the complexity of the proposed petitions and the significance of the potential impacts, it is imperative that our response is detailed, informed and comprehensive in scope. Our attorneys were present to gather any additional information that might be relevant to submitting a written response that safeguards the best interests of our students and our community. We have identified specific questions and areas of concern, and we will request clarification and/or additions to the scoping document. Our district’s informed comprehensive response will be submitted to Kiryas Joel by the September 30 deadline. Our response will also be posted on the district web site for our community members to read. Each day I enter the superintendent’s office with one goal in mind: to do what is best for the students and families of this district. As always, my door is open. Please contact me with questions or concerns. Sincerely, Elsie Rodriguez Superintendent of Schools JEFFREY T. WHITE, CPA Assistant Superintendent for Business and Management Services BRIAN C.
