Praja plans to implement the project in Delhi in the coming future and there is an opportunity for the consultant to be incorporated into the program. Interested candidates should send their Bio-sketches/CV to [email protected] with the subject line of ‘Application for Delhi Report Card Study’ and with two references on or before 6th October 2013. Duration: The study will start from 2nd week of October 2013 and the final report needs to be submitted before 15th December 2013. Qualification of the researcher: Active interest in governance, politics and reasonable study of the subject. Previous experience in RTI usage or keen interest in RTI will be an added advantage. The feasibility study for Delhi will encompass the following: 1. Study of the acts governing the State of Delhi and Municipal Corporations in Delhi. 2. Study of division of powers/subjects/services between central, state and municipal governments of Delhi. Specifically to the extent of role played by each government entity. 3. Study of Delhi Legislative Assembly and Corporation Procedure Rules. 4. Study of formations and workings of various committees in the state assembly and the corporations as per the respective acts. 5. Study of data source for gathering criminal cases information against Elected Representatives before and post elections in Delhi. In the above studies it is necessary to identify respective data points and to gather sample information through RTI. Also the findings need to be corroborated with interviews of people with suitable administrative and political experience.
