Pre-Budget Public Hearing: Proposed 2015-16 Hanover School Board Budget Goals Statement of HPE President Angela Downer Mr. Hundley, Members of the Board, Dr. Wilson: My name is Angela Downer and I am a teacher at South Anna Elementary School, a parent of Hanover school children, a Hanover resident, and a proud product of Hanover’s public schools. I am speaking tonight as president of Hanover Professional Educators. My remarks this evening do not constitute a formal budget presentation. HPE will continue our tradition of surveying our members in November, and will deliver the results of that survey to the Board at your December meeting as our 2015-16 budget presentation. Rather, I will comment generally on the Board’s proposed 2015-16 budget goals. HPE supports the budget goals. Again this year we ask the School Board to examine all funding sources with the intention of restoring many of the cuts made over the over the recent past. Specifically, we ask the Board to focus on the following: --providing a salary increase for all employees. --providing additional market adjustments for certain subgroups of employees, in order to compensate them for exceptional challenging working conditions. --lowering class sizes. --investing in instructional materials and supplies. --investing in building maintenance. --adjusting attendance zones in order to provide similar opportunities for all students. --continuing to provide reasonably-priced and high-quality health care options for employees. --transitioning away from a compacted teacher pay scale to a scale that rewards teachers for their experience. Finally, HPE is developing a proposal to establish a separate pay scale for teaching assistants. Our plan would pay instructional assistants one-half of the salary of teachers with the same years of experience. For example, if teachers with 10 years of experience were to make $45,000, paraprofessionals with the same experience would be paid $22,500. We will have more information available at the December school board meeting. We believe these measures will help our school division recruit and retain the very best staff.
