In the international context set by socialist advancement and surging national liberation movements of the immediate postwar period, direct territorial domination over erstwhile colonies becoming unviable, led by USA, a whole set of mutually interpenetrating economic, political, military, legal, cultural and intellectual institutions and instruments were devised for the transformation of colonialism in to neocolonialism, imparting a qualitative dimension to the global expansion of finance capital. During the quarter century following World War II, the strengthening trajectory of this neocolonisation process under the umbrella of international Keynesianism also resulted in a postwar boom euphemistically called ‘golden age’ of capitalism. However, the onset of stagflation and abandonment of Keynesianism in the seventies prompted imperialism to resort to a change in neocolonial accumulation through the launching of neoliberalism. This neoliberal accumulation and the consequent internationalization of finance capital through horrific levels of speculation, unhindered plunder of nature and siphoning of trillions of dollars of public funds by an utterly parasitic corporate elite in imperialist and neocolonial countries have transformed the whole world as a ‘waste-land of unemployment’ and into a state of ‘secular stagnation’. The very sustenance of humankind is now threatened by a social counterrevolution and ecological catastrophe unleashed by speculative corporate capital. Consequently, the simmering discontent of the workers and toiling masses who are increasingly subjected to hitherto unknown levels of deprivation has turned against the neocolonial order of imperialism. To lead the emerging people’s struggles to victory, the proletariat and progressive forces need a concrete understanding of the laws of motion of finance capital in the neocolonial phase of imperialism. This preliminary study on neocolonialism is put forward in that perspective.
