THE DRAFT CONSTITUTION AND MANIFESTO FOR RNC INITIATIVE PROCESS ARE AS FOLLOWS. 1-RNC VISION Restoration of four million Rohingyas rights in Arakan, Burma to live as a dignified nations with safe and securely in peace and congenital atmosphere of peaceful co-existence with other peoples in Burma. 2-RNC MISSION To gain and achieve, the pleasure of Almighty Allah by serving the sacred cause of suffering Rohingyas to succeed in this world and hereafter. 3-RNC OBJECTIVES 3-A; To forge unshakable unity among the Rohingyas in the ground and overseas through mass mobilization and bring under one banner to raise One Voice, adopt One Aim and struggle united way for a common cause of Rohingyas salvation. 3-B; To bring and gather all leaders, Activists, Representatives of Rohingyas from all regions and Rohingya Parties in and out of the country at a place through collective persuasion to deliberate the current Rohingya Crises and reach to an all parties acceptable and implementable unified Resolution to save the Rohingyas. 3-C; The creation of a unique collective leadership, with majority consent of the RNC conference participants, to spearhead the Rohingya national cause and deal with the world as a sole representative of 4 million Rohingyas in the form of an umbrella organization electing a symbolic Rohingya national leader. 4-LOCATION FOR RNC The location of RNC will be decided on the basis of Majority decision, will prior secure and host country’s approval. It is pending now. 5-RNC STATUS The RNC is neither a party nor an organization but an advocacy and Campaigning group created to mobilize Worldwide Rohingya public opinion in favor of RNC (ROHINGYA NATIONAL CONFERENCE); to bring all servants of Rohingyas at a place and on the table to seek a political solution and unified leadership to guide the Rohingya nation from current crises. 6-NEED OF RNC All efforts carried out to find a durable solution for the restoration of the rights of the Rohingyas ethnic identity and Citizenship in Burma through nonviolent democratic and diplomatic process by the divided Rohingyas individual parties brought no fruitful result so far, since 2012, against the genocidal activities of Burmese Government and Rakhine state Ruling Govt. The more we tried the more the situation of Rohingyas has worsened. The entire Rohingya peoples in Arakan are now at the brink of destruction due to exclusion of Rohingyas from all levels of Burma society and declaration of stateless status by Burmese Govt. The Burmese Government explicitly declared nonexistent of Rohingyas in Burma and they can not take responsibility of security and protection of the Rohingyas who are illegal intruders Bangali from the neighboring country. Now, the Rohingyas are unprotected and failure to restore the citizenship and human rights of Rohingyas by the individual and party politics in divided ways reached to a point of dead-end. Thats why it has become imperative that all efforts and activities of the Rohingyas to save the Rohingyas in united way and combined political and diplomatic strength through RNC is only option left for Rohingyas. So, the suffering Rohingya public has realized after 6 months continuous deliberation and majority Rohingyas mandate the RNC project realization has emerged as strong Rohingya public demand. Now it is the most important task ahead of all servants of Rohingyas to materialize into reality on the basis of the justifiable reasons mentioned above. We need RNC if we want to make a historic decision either we want slavery or freedom. 7-RNC MEANS & WAYS The following means and ways will be carried out to implement and realization of the RNC to make it a reality and bring it to expectation of Rohingya masses, respective parties and Activists. 1. The social media such as Wechat, Whatsup,facebook, ,twitter , website, blogger, online conferences, youtube, community news media and tv channels as well as email communication, skype, gtalk, ,telephone and long distance calling will be used to mobilize worldwide Rohingya public opinion in favor of RNC and demand ofunification of Rohingya’s leadership. 2. Workshops, Seminars. Round-table meetings, Talk-shows, Debates will be held in the countries now Rohingyas are living and the news letters, brochures, leaflets in multi languages such as Burmese, Urdu, Arabic and English will be published and distributed to global Rohingyas. 3.On behalf of the RNC Campaign Committee the Goodwill Ambassadors, Representatives, Delegations and Authorized Spokesman will be sent as needed to talk to the leaders and parties for conflict management and arbitration so that the majority leaders, Activists and Rohingyas Representatives from all walks of life both from ground and overseas could participate in maximum numbers in the RNC. 4. The religious sermons, events and poems, patriotic songs and community gatherings of picnics will be arranged for RNC project and understanding its aim, objectives, goal and activities. 5. The Rohingya elite group, businessmen, Professionals, Academicians, Religious Scholars (Ulema Keram ) and respectable senior citizens will be invited to approach and reconcile the unyielding and opposing Rohingya parties and the leaders. 6. The non- Rohingya NGOs, Friends and well wishers of Rohingyas and Supporting countries of Rohingya’s will be asked for helping in the process of forging Rohingya unity and divided Rohingya leadership unification. 7. The moral, material, logistics and financial supports for the RNC realization and successful completion would be sought from the world and accordingly accepted without any precondition. 8-RNC FUNDING The main sources of any public interest voluntary activities are successfully carried out on the basis of its financial strength and appropriate management. Based on the self -help basis and we can do it concept the Rohingya National Conference will be held by the voluntary public contribution from among the Rohingyas so as to bring mass support and involvement of entire Rohingyas to give an opportunity to each and every Rohingyas a right to ask and make question about the transparency and accountability of the RNC funds and monetary transactions. We want the Rohingyas future movement and all activities go forward with active participation and involvement of general Rohingya masses as it is paramount imperative to struggle to change the destiny of suffering Rohingyas for the survival and salvation in united way. Whereas the voluntary and unconditional funding of various INGOs and Govt.s are sought and welcome, no financial help from any quarters and groups associated with the violence and terrorism will be accepted who or whatever it may be as the RNC renounced all forms of violence and terrorism in any forms. The funding of the RNC will be managed as following- 1. The RNC Funding Project in-charge and the Supervisor will ask the voluntary contributions from worldwide Rohingyas on voluntary basis within their capabilities particularly who are affluent and philanthropists. 2. World financial supports for the realization of RNC and there after projects the participating members of the RNC will be sought if required and with the majority consent of RNC Campaign Committee. 3. The collection of the contribution or donation and its expenses by the RNC will be open to public scrutiny to maintain the trust and faith of general Rohingya masses. 9. STANDING POLICIES 9-A. Legal framework of RNC The physical and legal office of the RNC Advocacy and Campaign HQ will be chosen as New York or Washington DC or other country as majority decides. It will be registered as an INGO as per US Laws. 9-B.RNC Campaigning Structural set up 1-The Executive Committee; There will be an action oriented EC to implement and the realization of the successful RNC numbering 11 members on coordination system as following- 1. Chief Coordinator 2.Joint Coordinator 3.Project Supervisor- 1 4.Project Supervisor-2 5.Project Supervisor-3 6.project Supervisor-4 7. Treasurer 8. Audit 9.EC Member 10.EC Member 11.EC Member 2-There will be Four Major Projects to implement the realization of the RNC such as; 1.RNC LOGESTIC PROJECT 2.RNC FUNDING PROJECT 3.RNC LOBBYING PROJECT 4 RNC MANAGING PROJECT ALL Members of the EC and office bearers will be chosen on the basis of the majority consent. 10.
