Preliminary Report from Bawana: Communal Hatred through Mahapanchayat Way Long Standing Communal tension in Bawana (at the outskirts of Delhi) took vicious inflammatory turn, when a Mahapanchayat has been called on 2nd November to provoke against Tazia (Moharram) procession in Bawana that has been a tradition of the Muslim Population residing in the area since many years. Since Bakreed, due to the blatant lie of ‘cow slaughter’ and engineered scenes of this blatant lie in J. J Colony (nearby Bawana), that has also been brought to light by locals, there has been attempts to mobilize the whole Hindu community against Muslims of nearby J. J. Colony spreading pile of lies. Interestingly with support of Bhartiya Janta Party, many local organizations including RSS and VHP are involved in this. Today after reaching at the spot where Mahapanchayat was taking place we encountered many facts that were shocking for us- Interestingly today’s Mahapanchayat took place in the presence of many media persons (including TOI, BBC) and big officers of police. People were mobilized from Bawana and many nearby locations of Bawana such as Haryana, Delhi, etc,. Interestingly the issue that was the agenda of Mahapanchayat (Not allowing Tazia (Moharram) procession in Bawana) has been resolved much before the Mahapanchayat (on 28th oct), where leaders from both community and Police officers (ACP) were present. For peace and fraternity Muslim community was agreed to limit their procession to J. J. Colony (as they told us during our visit to J. J. Colony). Shockingly, despite ‘Tazia’ procession not being an issue now, in the presence of Police Officers this Mahapanchayat has been called. During the Mahapanchayat again and again leaders and speakers addressed to ACP and DGP and warned him of dire consequences if procession takes place. Beside it, lots of provocative speeches full of communal hatred and for mobilizing opinion against Muslims have been given by speakers. (Many media persons and police officers were there and they all witnessed these speeches. We too have video and audio recordings of these speeches.) All the speeches were having content that would venomously stigmatize Muslim Community. (there were mention that muslim’s homeland is Pakistan, many times it has been asserted that we are the ‘Mulnivasi’ of this land and has been said that we would dictate the term for those who want to live here. (ham taziya nahi nikalane denge, khuli chunauti dete hain. Hamne 3000 signature karake acp ko diye hain aur ab abhi agar tazia niklta hai to jo bhi maar kaat hogi uske jimeedaar ham nahi honge. Ham kamjor nahi hain, hamare sath jo bhi chal raha hai wo galat hai. Ham is soch ko mita denge. Ham dekh lenge) Lots of youths from Bawana and nearby places were present there. Not surprisingly, many leaders of ABVP were present in Mahapanchayat. There were endless provocative accusations against Muslim Community and especially against ‘Tazia’ that have been laid down in almost every speech of Mahapanchayat. Gugan Singh Ranga, from BJP, MLA of Bawana Constituency was also present there and he addressed the Panchayat in same provocative manner while chanting the slogan that ‘ab modi sarkaar aa gayi hai’. Some of the leaders who were present there are Ganesh ji, Dharmendra from kathawala, leader of rohini dharmik and sanskritik sabha, Kuldeep Dalkaar, Jitender Rana and Kishen ji. Without any hesitation leaders of Panchayat announced their warnings inside and outside the panchayat to media. There were repeated appeals from youths and people present there to be ready for the violent actions through whatever means they would like to take. Interestingly, a diary was circulated among attendees while stating that we will secretly inform about the action that needs to be taken on 4th November. While during our visit to J. J. Colony (the site of tension during Bakreed) there was very peaceful environment. People of J. J. Colony are mostly workers who work in the industrial belt of Narela). Only heavy deployment and patrolling of police was visible there. People were busy in their routine work. Most of people were knowing about Mahapanchayat and want to take a peaceful procession on Muharram. A community leader from there told us that we were agreed to limit our procession and a decision has already been taken on this. We want aman chain. But we don’t know why administration has allowed such a stage where seeds of hatred have been sowed. Many local youths were telling the stories of fraternity that both the communities share there in J. J. Colony.
