President Aquino is wrong not to abolish pork completely. 1) It is a violation of the separation between the executive and the legislative branch of the government. The job of the legislative is not to administer funds, but to legislate and keep the executive in check. 2) It is an ineffective way to allocate scarce funds. Even if the legislator is clean, her first motivation is use get reelected, meaning that support will be given to those projects that gives her maximum exposure, not to projects that has the greater effect in improving the economy and life of the filipino people as a whole. 3) By being tied to the particular legislator, the funds is also tied to her particular geographic electoral distric. This prmotes a culture of reginalism and of not focusing on what is best for the country as s whole. 4) By allowing a substantial part of the visual development projects in the electoral distric to be sponsored by and associated with a particular politician it has build in a big risk of developing into cronyism developing into a bands of sisters with material common interests, that they may be willing to protect, if needed with fraud and violence. 5) By allowing a substantial part of the visual development projects in the electoral distric to be sponsored by and associated with a particular politician, it makes them look good and gives the incumbent undue advantage in the election. Thus benefitting the status quo, working against political transformation and changes. It works to ensure the cosy relationship between the political dynasties and the oligarchs, against the economy and life of the filipino people as a whole. 6) By allowing substantial part of the national budget to used by individual politicians out side the annual national budget, prepared by the executive and approved/audited/monitored by the legislative, there cannot be any coherent national strategy or plan for how must effectively to allocate funds. This prevents the executive from being able to take full responsibility for the overall development of the country. It enables the executive be able to avoid having the full accountability for the overall development of the country. It prevents the legislative and the electorate to hold the executive fully accountable for the overall development of the country. 7) The presidental pork does not have all of the same problems, but nevertheless should also be abolish completely. The executive should not have provisional funds outside the annual national budget. The executive is via the annaul national budget accountable for to the legislative. A function the legislative performs poorly, because they are preoccupied with managing pork in their own little fiefdoms, see above for details.
