President Obama usually complains about Republicans who say no to his agenda. Specifically, Senate Majority Leader Harry Reid announced his opposition to giving a fast-track approval procedure in the Senate for trade agreements. The fast-track would only allow a yes or no approval vote, excluding any amendments. Without such an approval procedure, trade agreements would likely die, since no country wants to negotiate on a treaty subject to amendment in the Senate. Unions usually oppose free trade agreements, and this opposition points to a division within the Democratic Party - between those who want to promote free trade, and those who are beholden to the Unions.
