President Uhuru Kenyatta today announced a taskforce to review parastatal policies,identify challenges and propose a new policy direction for state corporations.Members of the taskforce represent both Government and the private sector. They are: Mr.Abdikadir H. Mohamed (Executive Office of the President), Dr. Kamau Thugge (NationalTreasury), Mr. Mugo Kibati (Vision 2030), Mr. Korir Sing’oei (Deputy President’s Office), Ms.Stella Kilonzo (Private Sector), Ms. Angalie Mediratta (Private Sector), Mr. Isaac Awuondo(Commercial Bank of Africa), Mr. Nelson Kuria (CIC Group), Ms. Carole Kariuki (KEPSA) andMr. Edward Burbidge (Burbidge Capital Ltd).The Taskforce’s Secretariat will comprise members of the State Corporations AdvisoryCommittee (SCAC). Economic and Political Advisors in the Executive Office of the Presidentand the Inspector-General of Corporations will be ex-officio members. The role of the Taskforce will be to conclude the current policy review and addresschallenges facing parastatals. The team will review:1. The institutional arrangement for the parastatals taking into account:(a)The new Constitution, particularly Devolution and the role of the Salaries andRemuneration Commission (SRC);(b)Administrative, governance, managerial and audit needs ;(c)The many categories, types and sizes of institutions; and(d)The relevance, viability and duplication of mandates.2. A clear mechanism for the Public Policy direction of the sector aimed at achievingnational goals in the administration and management of the economy without hamperingthe commercial mandate or regulatory independence of the respective institutions.3. An audit of the human resources with the aim of getting qualified and capable peoplein the boards and senior management levels with specific bias to women, youth and otherspecial categories of Kenyans.The Taskforce will deliver its report within six (6) weeks, but in any event not later than 15thSeptember, 2013.President Kenyatta expects that the Taskforce to have a transformational impact in infusingefficiency and innovation in the operations of parastatals.
