Presley Issues Statement Regarding Mississippi Rural Water Association’s Federal Lawsuit to Stop Aid to Domestic Violence Victims Jackson, Mississippi (October 31, 2014) – Earlier today, the Mississippi Rural Water Association (“MRWA”) filed a federal lawsuit to stop a Public Service Commission rule which provides a 60 day waiver of deposit requirements to domestic violence victims fleeing dangerous homes. MRWA had threatened such a suit after the Commission unanimously passed the rule in September. “It is a shame and a disgrace that the Mississippi Rural Water Association would ask a federal judge to block a measure to aid domestic violence victims, especially on the last day of Domestic Violence Awareness Month. I seriously doubt that the customers of these water associations approve of their money being spent in this way. I look forward to vigorously defending this common-sense approach to helping victims in their hour of need,” Presley said. The Commission rule, introduced by Presley, was modeled after similar measures in Louisiana and Texas, but goes further than those states in protection of confidentiality of victim’s identities and prevention of shifting costs to other utility customers.
