Press Release: On September 15, 2014 at 09:22 a.m. Police Officer Douglas Shortway conducted a motor vehicle stopped of a 1997 Lincoln Town Car, color white, for motor vehicle violations on Route 23 Northbound in the area of mile marker 17.8. Officer Shortway stopped the vehicle after noticing that the vehicle had an expired inspection sticker. Further investigation also showed that the vehicle had an expired vehicle registration. Officer Shortway made contact with the driver, Robert Simon, age 41, of Maplewood NJ and the passenger, Robert Norman, age 31, of Wantage, NJ. While speaking with the two occupants, Officer Shortway found inconsistencies in their conversation and noticed what appeared to be packets of heroin in view inside of the vehicle. Both Mr. Simon and Mr. Norman, were placed under arrest and transported to Kinnelon Police Headquarters. Further investigation revealed a hypodermic syringe needle and a small metal pipe with residue believed to be a controlled substance. Both individuals were charged with Possession of Heroin, Possession of a Hypodermic Syringe Needle, and Possession of Drug Paraphernalia. Mr. Simon was also issued motor vehicle summons for Unregistered Vehicle, No Insurance, and Expired Inspection. Both individuals were released pending a future court date. Officer Shortway was assisted at the scene by Police Officer Keith Kelly.
