Press Release: Projections as of 7/1/14 1. Ridgecrest Blvd. Project, Roadway Construction Mahan to Downs Ridgecrest Blvd. is still closed to through traffic between Mahan and Downs. Businesses, patrons and local traffic are permitted within the construction zone. Construction activities continue and include, SCE pole relocations and concrete work for sidewalks. This week the concrete cross gutters crossing Downs will continue grading and forming for concrete pours. There are ½ street lane closures of Downs for the cross gutter construction. Preliminary schedule projections for the “FULL DEPTH REHABILITATION”, (FDR), in this reach are for the FDR to begin Monday, July 14th with paving the week of the 21st. Motorists are required to keep speed below 25 mph and be cautious in the “Cone Zone”. Roadway Construction Downs to Norma Roadway construction in this reach will continue with grading for concrete curb, gutter and sidewalk in various locations. Asphalt grinding will continue through Wednesday July 2nd with some additional spot grinding in this reach. There will be excavations for utilities in various locations to positively verify utility depths and locations. Storm drain culverts crossing Ridgecrest Blvd. in front of the Nights of Columbus may begin the week of July 7th. The storm drain culverts will be constructed to allow traffic to continue to pass in this area. The Nights of Columbus and other business driveways will remain open with temporary earthen ramps into the property. Ridgecrest Blvd. will remain open to businesses, patrons and local traffic. A detour has been set up to redirect through traffic around the construction zone. Multiple changeable message boards are in place on Downs, Norma and on Ridgecrest Blvd. to alert traffic to road way construction and to announce that the roadway is open to business traffic. Flagmen have been added at Downs and Norma to assist and direct traffic through the construction zone. Delineation cones and candle sticks have been installed in the construction zone to allow traffic a path of travel through the construction zone. Delineation cones and candle sticks are being used to mark utility hazards in the construction zone. Motorists are required to keep speed below 25 mph and be cautious in the “Cone Zone”. Utility Relocation The Water District continues the transfer of customer water service lines this week. The Water District will continue the removal of old asbestos cement and old steel water lines in the reach between Norma and Downs. The Water District has also just started the removal of old water lines in the reach between Norma and China Lake Blvd. Following the removal of old lines; fire hydrants will be reconnected to the new 12-inch water line. Expect short traffic delays in the reach between Downs and China Lake Blvd. during this week and next week due to the water district work. Expect alternating one way traffic with the help of flag men through this reach due to the intense construction activities by the Water District. Future Street Detours Three alternate detour routes have been established around the Ridgecrest Blvd. construction work. The primary detour route is along Los Flores with alternative detours along Downs, Norma or Mahan. All businesses will be open with patrons and local traffic permitted within all reaches. All driveway accesses to businesses will remain open to traffic. Depending upon utility conflict resolution; construction activities will be pot holing for utilities, spot removal of asphalt and electrical conduit installation for interconnection of traffic signals between Downs and Norma. Short delays of access to driveways will be experienced during the spot asphalt removals and conduit trenching. As indicated above IWVWD will also be removing water lines and reconnecting fire hydrants. This will be a very busy reach for construction traffic and excavations. Some of the utilities have been exposed above grade and have been delineated with cones and candle sticks. Locals patrons and business traffic are asked to be very aware in the cone zone. Depending upon unforeseen conditions, conflicts and utility coordination the term of the road way detour is undetermined at this time. 2. South Sunland Street Curb, gutter and cross gutter removals along the west side of Sunland Ave. have been completed. New concrete cross gutters and curb return work will continue this week. Additional asphalt grinding will begin tomorrow, Wed. July 2nd. Traffic will be transferred to the west side of Sunland after the west side concrete has cured and concrete removals will begin on the east side. Preliminary schedule projections indicate the FDR work will begin around the week of the 28th. 3. Upjohn & China Lake Traffic Signal The signals and light poles are scheduled to be operational by July 23rd. The intersection will be very congested with construction equipment and laborers while the traffic signal poles and street lights are being erected. Motorists are asked to be very cautious in this construction zone. 4. Downs & Drummond Traffic Signal The traffic signal at Downs and Drummond is in repair. The camera detection system processor has malfunctioned. A replacement processor is schedule to be installed in approximately 3 weeks. Motorists are asked for their patience at the intersection. The traffic signal is currently operating on set timing sequence for each turn pocket and each intersection leg. Adjustments to the timing for some of the turn pockets will be made to help optimize the timing sequence.
