Excellent Press release to demand #RollBackFYUP. #FYUP, #DelhiUniversity ------------------------------------------------------------------------------- Academics for Action and Development(AAD-Rathi) Founder Chairman: Late Dr.S.S.Rathi Press Release dated: 10/06/2014 On the recent controversy regarding the issue of DUs autonomy as pleaded by the DU administration as a response to the roll back of FYUP demanded by the teachers and the students of DU, a member of the university court Dr. V.K. Agrawal has said that the DU does not enjoy autonomy in absolute term as it is to be governed under the ambit of the national education policy. He further said that DU is autonomous to the extent that it is governed by its own Acts, Statutes and Ordinances and there is no interference by any out side agency in its day to day functioning. However DU has to depend on the UGC grant to run itself. The DU Act does not provide any power to the university to make its own education policy in contravention to the national education policy. Shri J.Khuntia, Chairman AAD(Rathi) said that the university has the autonomy to restructure its courses which it did some time back. But it does not enjoy any autonomy with regard to the amendment of the Statutes as it has to be approved by the Visitor (The President of India) through the UGC and MHRD. More over the ACT 31(6) says that the Visitor may even turn down any ordinance passed by the university through its AC, EC and Court. In such case the said ordinance will be ineffective. So the argument that DU is autonomous does not mean that it can go against the national policy. The central government has the power to intervene if it feels that something has not been done in conformity with the national policy. AAD(Rathi) respects the sentiment of the student community who have been demanding complete roll back of FYUP. It had already pointed out many problems of FYUP earlier and none of these problems are addressed by the university as yet. Some of the issues relate to - the need for review of two year exit as well as ill designed foundation courses, forced teaching beyond ones area of expertise, complete wipe out of certain subjects, non serious attitude towards syllabi framing and absence of a solid logic to extend the duration by one more year etc. In such a situation a complete roll back of FYUP is the only answer. AAD(Rathi) appreciates the positive interest shown by the newly formed MHRD under Ms Smriti Irani and urges the government to intervene and roll back the FYUP without any speculation or delay. J.
